Indonesian Military And Police In Papua Always Shoot Off Papuan Native People As Like Hunting Animals

The photo of Julianus Mote who were shot death by Indonesian Police in Deiyai Regency of Papua on May 21th 2019

We all activists of Free Papua have a Note in the history of our struggle that the Indonesian Police and Military serving in Papua do not have a heart of humanity, and they are very arrogant towards indigenous Papuans.

In this case, we have noted that only a small problems, the Indonesian Police and Military are not used to asking for the cause of the clash or commotion, but they just shoot the indigenous Papuans as like animals.

And this applies from May 1th, 1963, to the Indonesian military invasion of West Papua. From then on, that's the root of the problems in Papua, where also Papuan people were shot and killed as like hunting animals by the Indonesian Police and Military.

To prove it, we can see the shooting at Deiyai, and at Asmat in May 2019. This shooting event was very barbaric carried out by Indonesian Police and Military Members against indigenous Papuans.

We, as activists who are fighting for the Political Rights of Self-Determination for the Papuan Natives, are very sorry and deeply sorrowful for the cruel acts of the security apparatus of the Government of the Republic of Indonesia in Papua.

Why? Because our people were shot as like hunting animals by the police and the Indonesian military, and this always happens serially when throughout the territory of West Papua.

In this case we have followed the news and heard that Indonesia shot dead a native of Papua in Deiyai on behalf of Julius Mote, an 18th year-old student and a gunshot wound in the name of Elianus Dogopia. The shooting incident at Deiyai has occurred on May 21th, 2019.

And not long after, We heard about the shooting of indigenous Papuans by the Indonesian Military and Police in Asmat, Merauke region, Papua.

We heard that in this incident, four indigenous Papuans in Asmat, Merauke region were shot dead by the Indonesian Police and Military on May 27th, 2019.

The names of four Papuan Natives who were shot dead by the Indonesian Military and Police in Asmat were Xaverius Sai, Nilolaus Tupa, Matias Amunep and Fredrikus Inepi. While those who suffered injuries were Salmon Firap, Fitalis Akun, Leo Pakanam and John Tatai. John Tatai is now critical in Agats Hospital.

You are the choice of the Papuan Nation. Standing and struggling on the historical foundation of struggle is the moral burden of the nation towards full sovereignty and that is what is eternal and true in the presence of pure fighters, who know to respect history.

The services of fighters who are heroes who have died on the battlefield were killed by the Indonesian colonial army, when the TPNPB-OPM carried out a war revolution throughout the West Papua region was a very expensive price.

Expensive before international law and expensive before the law of God the creator for those who believe, but before humans may not be valuable, before the invaders must be worthless, and for fighters who are purely valuable but fake fighters are worthless.

That is what is happening now in the struggle group, but the mapping of these different perspectives will not bring down a destruction but rather sharpen the strength that is still there to face the enemy, You will be able to because the TPNPB-OPM is the mother who gave birth to this nation's liberation struggle.

57th  Years old You OPM-TPNPB have educated their people to continue to prevail against the invaders of outside nations who are foreigners who came as thieves.

http://tirto.id -Puspen TNI (Indonesian Military Information Center), Marine Colonel (KH) Edys Riyanto said that the government did implement a number of provisions for journalists who wanted to cover Papua.

He conveyed this regarding the complaints of journalists who found it difficult to get access when they wanted to cover in Papua.

"This is not an authority with the TNI, if this is related to the TNI, Papua there are indeed provisions that are regulated by the government itself," Edys said during a discussion in Cikini, Central Jakarta, on Friday (05/03/2019).

REFLECTION HISTORY OF THE CONFLICT OF CIVILIZATION OF EUROPEANs AND MALAY PEOPLE IN PAPUA

After Papua accepted and recognized the new civilization of the European Community, namely the Gospel civilization described in Calvinism as the foundation and structure of European civilization, and the people of Papua finally built their civilization by the power of the gospel.

Because of the strength of the gospel, Papuans have a fairly strong emotional bond with the European Community.

Because of the power of the gospel, Europeans have never inherited "memoria passionis" or memories of suffering due to cruel and inhuman acts of Papuans.
In the records of the first generation of Europeans who came to Papua, there are certain prerequisites that must be obeyed and heeded if a foreign non-native Papuan wants to come and live peacefully with the Papuans.

First, it should not come with a lot of "assets" but also may not come with "poverty" to Papua.

Secondly, they cannot come under arms or weapons of war.

Third, it must not interfere with Papuan daughters (Quoted from their Fajar book in Papua by Reiner Scheunemann).

Yogor Telenggen Should Be a War Prisoner Status

Photo of Yogor Telenggen when he was held at the Indonesian Police hospital, namely Bayangkara Hospital in Abepura Papua (pic supplied)

By Lawyer Veronica Koman on May 11th, 2019

The trial of Yogor Telenggen who is a warrior members of the West Papua National Liberation Army (TPNPB) in ordinary criminal courts is not in accordance with the provisions of international humanitarian law.

Guerrillas who are part of the national liberation war are irregular combatants who should get the status of prisoners of war if caught by the enemy.

War prisoners have the right to immunity from domestic criminal justice for acts of war that are in accordance with humanitarian law.

Although initially guerrillas were not recognized as combatants, they were not given the status of prisoners of war when caught, but in its development, the lobby of third world countries which had fought a lot against colonial domination was successful.

National liberation guerrillas are also entitled to combatant status and war prisoner status when captured by the enemy.

UN General Assembly Resolution 2386 (1968):
"Freedom fighters must be treated as prisoners of war under international law ..."

This provision is also supported by other UN General Assembly Resolutions, including Resolution 2383 (XXIII), 2395 (XXIII), 2446 (XXIII).

UN General Assembly Resolution 3103 (XXVIII) concerning the basic principles of legal status of combatants who oppose the colonial regime, foreign domination and racism:

"Combatants who oppose the colonial regime, foreign domination, and racists who are captured as prisoners must be given prisoner of war status and the treatment of them must be in accordance with the provisions of the Geneva Convention on the Treatment of War Prisoners dated 12th August 1949".

Global Peace and Security: Why Wars on Humanity?

Akouboo Amatus Douw: War of National Liberation of West Papua

West Papuan Akouboo Amatus Douw reports that military conflict in the highlands of West Papua between the West Papua Liberation Army, the military wing of the Free West Papua Movement (OPM), and the occupying military forces of Indonesia has intensified since last year.

Nevertheless, as its coordinator for negotiation, he reports that the OPM is willing to negotiate a peaceful settlement of the conflict and has called on the international community to mediate negotiations with Indonesia’s government to achieve that end. He stresses, however, that the OPM would only negotiate with the government of Indonesia through an internationally mediated process, rejecting other forms of internal ‘dialogue’ or ‘consultation’ with Jakarta, citing the farcical Act of Free Choice in 1969, involving just 1025 West Papuan men and women selected by the Indonesian military who were threatened to accept incorporation into Indonesia, and which culminated in that end. ‘That process, orchestrated by Indonesia with the support of the United States and the Netherlands via the United Nations, violated all internationally recognised principles of self-determination and was hence illegitimate.’

Apart from military operations, the humanitarian situation in West Papua continues to deteriorate with the ongoing arrival of thousands of colonial settlers (‘transmigrants’) to occupy traditional lands and marginalize Papuan owners, poor health facilities and limited educational opportunities. With demands for improvement ignored, the Indonesian government has put infrastructure, including road construction, as its priority to mainly benefit its military operations and colonial settlements.
