The First Report,
KOMNAS TPNPB-OPM Headquarters has received a report on June 1th, 2019 that
military operations in the Ndugama Region are very bad, from December 3th, 2018
to today June 1th, 2019, and thousands of local residents' houses form
traditional and permanent houses, District offices and 2 Churches building were
burned by Indonesian Military forces.
The military actions of the Indonesian military are not just that, but the domesticated pigs are forcibly taken and sold, the gardens in the shovel and destroyed, the houses burn out and all the people's wealth is destroyed. This situation immediately stopped.
On May 29th, 2019, 7 traditional houses and 2 permanent building houses were burnt in Yal District, and on June 1th, 5 traditional houses and 2 building units as Yubrumu Village, Yigi District were burned down by Indonesian Military Forces.
This was reported by the Battalion Commander of Yigi Koteka Lilbid to the Regional Commander of KODAP III Ndugama Bridgen Egianus Kogeya, and then the TPNPB-OPM Courier continued were sent this report to the KOMNAS TPNPB- OPM Headquarters. And on the same day, on June 5th, 2019 Military operations in the District of Wisdom, and in this operation 3 Staff barracks and 1 in Keabikma District office and also four Citizens' houses in the operation and equipment Owned by residents, Indonesian military forces confiscated them.
Property belonging to residents who have been confiscated are:
1. Technical Office facilities, ATK, inventer, solar cell;
2. Balloon lights Solar cells, mattresses, blankets belonging to the Christian community;
3. Kitchen equipment, sleeping utensils, lighting equipment Lamps belonging to the community were seized by the TNI personnel in the Ndugama Region.

The third report, Central Headquarters of TPNPB-OPM has received a report on June 7th, 2019, at 6:64 pm (am) from Ndugama Papua which has been reported directly by the TPNPB-OPM Courier that from June 1th to June 6th, 2019 Military operations are very bad and inhumane in the Ndugama Region by the Indonesian Military.
In his report, it was stated that Citizens' Houses were burned, and items were confiscated. This has been done by the Indonesian military from Derakma District to Yigi District, Dal and Keabikma District.
In this operation, the Indonesian military forces movement of nine units of bullet-proof armored vehicles arriving in Mbua District at 4:25 pm Papua time.

The fifth report, Central Headquarters of TPNPB-OPM
has received a report on June 10th, 2019, at 6:20 pm from Ndugama
Papua which has been reported directly by the TPNPB-OPM Courier that from June
1 to June 9th , 2019 Military operations are very bad and inhumane
in the Ndugama region by the Indonesian military increasingly brutal.

The sixth report, Central Headquarters of TPNPB-OPM has received a report on 11th June 2019, at 6:50 pm from Ndugama Papua which has been reported directly by the TPNPB-OPM Courier that from 1 June to 10th June 2019 Military operations are very bad and inhumane in the Ndugama region by the Indonesian military increasingly blind and very cruel.
In its report today on 11th June 2019 Military operations in the Ndugama region are very alarming. This morning at 11:30 a.m. the TNI troops from Pos Yigi plunged into 5 points that were considered access to community plantations, and each of the 25 points was plunged.

actions that are even wilder and inhumane.

Therefore, on this Sunday, June 16, 2019 the National Civil Service Commission Headquarters of the TPNPB-OPM reconciled this report to all parties concerned about humanity, so that humanitarian action will be taken immediately on the humanitarian crisis situation in Ndugama Papua.

berberikemanusiaan.
Dengan dasar laporan ini,
maka Markas Pusat KOMNAS TPNPB-OPM mengeluarkan siaran perss secara resmi, agar
dapat diketahui oleh semua pihak yang peduli akan kemanusiaan.
Mengapa? Karena operasi military
Oleh pasukan keamanan Indonesia Dengan massif, telah berjalan selana 6 bulan,
dan kerugian harta benda dan nyawa masyarakat civil pun telah dan sedang
berjatuhaan di Bumi Ndugama. Dan kam menilai bahwa sekalipun situasi yang
sangat buruk, namun Pemerintah daerah baik Provinsi dan Kabupaten-Kabupaten diam

Kogeya, dan selanjutnya Kurir TPNPB-OPM melanjtkan laporan ini ke Markas Pusat
KOMNAS TPNPB-OPM. Ini adalah laporan pertama yang Kami Terima, yaitu tentang
siatuasi di Ndugama dalam Bulan mei 2019. Laporan Kurir TPNPB-OPM yang dapat
dipertanggungjawabkan dan benar.
Laporan Kedua, Markas Pusat Komnas TPNPB-OPM
telah terima laporan pada tanggal 6 Juni 2019, pukul 6:28 sore (pm)
dari Ndugama Papua yang telah dilaporkan langsung oleh Kurir TPNPB-OPM bahwa dari tanggal 1 Juni sampai 5 Juni 2019 Operasi militer sangat buruk dan tidak manusiawi di Wilayah Ndugama oleh Militer Indonesia.
Dan selanjutnya Pasukan
Militer Indonesia telah melakukan operasi militer di Distrik Yigi,
Derakma, Dal, dan Militer Indonesia melanjutkan ke Dsitrik Yal dan Keabikma hari ini Tanggal 5 Juni 2019.
Dan dalam Operasi military
ini, pasukan Militer Indonesia
membongkar empat Rumah permanen di Distrik
Dal dan dua di
antaranya barak pegawai Pemerintah, dan dua lainnya lagi bangunan milik Masyarakat dibongkar dan pasang di diding dengan tulisan 3 pos Militer Indonesia yang baru
isi Distrik Dal.
Dan pada hari yang
sama, tanggal 5
Juni 2019 Operasi militer di Distrik keabikma, dan
dalam operasi ini 3 barak
Pegawai serta 1 kantor
Distrik Keabikma dan juga empat Rumah warga Di operasi lalu peralatan Milik warga disita pasukan military Indonesia.
Barang-barang milik warga
yang telah disita adalah:
1.
Fasilitas
Kantor Distrik keabikma, ATK , inventer, solar sel;
2.
Lampu balon Solar sel, kasur, selimut milik
Masyarakat keabikma;
3. Alat dapur, alat tidur, alat penerangan Lampu milik
masyarakat di sita oleh
Aparat TNI di Wilayah Ndugama.
Hal tersebut di laporkan oleh
Panglima Daerah Kodap III Ndugama Bridgen Egianus Kogeya kepada Manajemen Markas Pusat KOMNAS TPNPB-OPM melalui Kurir TPNPB-OPM.
Laporan ketiga, Markas Pusat Komnas TPNPB-OPM telah terima laporan pada tanggal 7 Juni 2019, pukul 6:64 sore (am) dari Ndugama Papua yang telah dilaporkan langsung oleh Kurir
TPNPB-OPM bahwa dari tanggal 1 Juni sampai 6 Juni 2019 Operasi militer sangat buruk dan tidak manusiawi di Wilayah Ndugama oleh Militer Indonesia.
Dalam laporan nya
menyebutkan bahwa Rumah-rumah Warga dibakar, dan barang-barang dirampas. Hal ini telah dilakukan Oleh military Indonesia dari Distrik Derakma sampai Distrik Yigi, Dal dan Keabikma.
Dalam operasi ini juga, Pasukan
military Indonesia gerakan Sembilan unit Kendaraan lapis baja anti
peluru berjenis truk tiba di Distrik Mbua pada
pukul 4:25 Sore waktu Papua.
Mobilisasi parade militer
Indonesia ini menimbulkan kepanikan Warga Masyarakat di tiga Distrik dan
masyarakat merasa ketakutan.
Dan selanjutnya Kendaraan lapis baja anti
peluru tersebut pada pukul 5:30 sore
Waktu Ndugama melanjutkan
perjalanan menuju ke Gunung
Kabo dengan tujuan akhir menuju ke
Distrik Yigi, District Nitkuri, District Yal dan Dsitrik Derakma.
Dalam hal ini, Prajurit
TPNPB-OPM telah mengetahui parade militer Indonesia yaitu keadiran Pasukan Tank Anti Peluru tersebut, kata Panlima KODAP III Ndugama, Bridgen Ekianus Kogeya yang telah diteruskan oleh
Kurir TPNPB-OPM ke Markas Pusat KOMNAS TPNPB-OPM pada pukul 08:20 pagi waktu
Papua.
Laporan keempat, Markas Pusat Komnas TPNPB-OPM telah terima laporan pada tanggal 8 Juni 2019, pukul 6:28 sore (pm)
dari Ndugama Papua yang telah dilaporkan langsung oleh Kurir TPNPB-OPM bahwa dari tanggal 1 Juni sampai 7 Juni 2019 Operasi militer sangat buruk dan tidak manusiawi di Wilayah Ndugama oleh Militer Indonesia
masih berlanjut.
Panglima KODAP III
TPNPB-OPM Ndugama Bridgen Egianus Kogeya menyebutkan bahwa Operasi
Militeryang sangat brutal masih berlanjut Oleh Militer Indonesia di Wilayah
Tanah Adat Orang Pribumi Ndugama, Papua.
Panglima KODAP III Ndugama
Ekianus Kogeya mengatakan bahwa Pemerintah Republik Indonesia
melakukan
penambahan Pasukan Ke Wilayah Ndugama dalam jumlah besar.
Dan kelanjutan dari tanggal 1 Juni
sampai tanggal 7 dan 8 Juni 2019 atau hari ini empat Distrik jadi sasaran Operasi yaitu Distrik
Yigi, Distrik
Nitkuri, Distrik
Dal, dan Distrik
Keabikma.
Dalam Operasi
ini, pasukan Militer Indonesia merusak
kekayaan masyarakat dalam rumah seperti alat masak alat tidur,s solar sel, seng atap Rumah di bongkar, tripleks di bongkar dan dingkut ke pos
TNI untuk dijadikan milk Militer Indonesia. Dan sebagian rumah dibakar Oleh military Indonesia.
Hal ini sangat buruk dan tidak bermoral Oleh military Indonesia, namun kami pasukan TPNPB-OPM Kodap
III Ndugama tidak gentar dan tetap lawan trus sampai Papua
Merdeka, kata Bridgen Egianus Kogeya dalam laporannya.

Laporan kelima, Markas Pusat Komnas TPNPB-OPM telah terima laporan pada tanggal 10 Juni 2019, pukul 6:20 sore (pm) dari Ndugama Papua yang telah dilaporkan langsung oleh Kurir
TPNPB-OPM bahwa dari tanggal 1 Juni sampai 9 Juni 2019 Operasi militer sangat buruk dan tidak manusiawi di Wilayah Ndugama oleh Militer Indonesia
semakin brutal.
Dalam laporannya
menyebutkan bahwa Situasi semakin buruk Karena Operasi
Militer di Wilayah Ndugama sangat bringas oleh militer
Indonesia.
Dan selanjutnya melaporkan
bahwa dari sejak
tanggl 1 Juni sampai 10 Juni 2019 pembakaran Rumah-rumah, pengurusakan dan
perampasan Rumah warga dan Penambahan Pasukan Militer
berlebihan di tiga Distrik wilayah Kabupaten Ndugama
mencekam.
Tiga Distrik yang menjadi
bsisi military Indonesia adalah Distrik Mbua, District Dal dan Distrik Keabikma.
Pasukan Militer Indonesia yang baru masuk ke wilayah Ndugama dari Wamena melalui jalan Darat, dan hak ini tidak
seperti biasanya.
Militer Indonesia telah dan
sedang melakukan Operasi Militer yang brutal, dengan aksi represif yaitu pemeriksaan
Rumah-rumah Warga, dan tiap
malam keliling dari Satu kampung ke kampung yang
lain, jalan tikus perkebunan di jaga, kebun-kebun di rusak pake sikop dan juga kebun-Kevin milik masyarakat setempat dijaga ketat dari pukul 6:00 sore sampai pikul 6:30 pagi.
Hal ini membuat ruang gerak
warga
Masyarakat sipil terjepit dan masyarakat sangat
ketakutan serta trauma.
Sementara itu penambahan pasukan Militer Indonesia dari Wamena menuju
ke Ndugama dalam jumlah besar setiap hari, dan tiap malam 10 kendaraan Militer Indonesia dari Wamena masuk kewilayah Ndugama.
Dengan melihat situasi ini,
pasukan TPNPB-OPM tetap
siaga, dan belum ada
kontak senjata. Demikian
laporan oleh Panglima KODAP III Bridgen Egianus Kogeya yang
diteruskan Oleh Kurir TPNPB-OPM dari Ndugama Papua.
Laporan keenam, Markas
Pusat Komnas TPNPB-OPM telah terima laporan pada tanggal 11 Juni 2019, pukul 6:50 sore (pm) dari Ndugama Papua yang telah dilaporkan langsung oleh Kurir
TPNPB-OPM bahwa dari tanggal 1 Juni sampai 10 Juni 2019 Operasi militer sangat buruk dan tidak manusiawi di Wilayah Ndugama oleh Militer Indonesia semakin
membabi buta dan sangat kejam.
Dalam
laporannya pada hari ini tanggal 11 Juni 2019 operasi Militer di
wilayah Ndugama sangat mengengerikan. Pagi ini 11 Juni pukul 8:30 pasukan TNI dari
Pos Yigi terjun ke 5 titik yang di anggap akses perkebunan Masyarakat, dan tiap titik di terjunkan 25 personil.
Pasukan
military Indonesia ini biasanya keluar pukul 4:00 subuh dari pos, Untuk jaga di kebun-Kebun masyarakat. Hal yang sama dan Jumlah yang sama terjadi di Distrik Mbua, District Dal dan Distrik Keabikma.
Beberapa Masyarakat Sisa Pengungsi
hari ini total bersih mengungsi, yaitu Khusus di lima Distrik yakni Distrik Derakma, Mam,
Yal, Nitkuri, dan Yigi.
Dan Aparat Keamanan Militer Indonesia pagi ini telah membakar Delavan Rumah adat
dan
3 balai Desa Di Bakar di Distrik Yigi.
Selanjutnya
Egianus
Kogeya panglima Kodap III mengeluarkan
pernyataan bahwa kalau Panglima TNI buat brutal Begini, lebih baik mengkui Kedaulatan Bangsa
papua Barat.
Hal
ini mengingatkan bahwa daripada saya akan lakukan
tindakan Brutal terhadap Rakyat indonesia yang ada di atas Tanah Papua Barat,
yang khususnya Tanah Ndugama tegas Egianus
Kogeya.
Artinya
bahwa Panglima KODAP III TPNPB Ndugama peringatkan Indonesia, agar segera stop
Operasi Miiter yang brutal terhadap masyarakat sipil di Ndugama.
Pernyataan
Panglima KODAP III TPNPB-OPM Bridgen Egianus Kogeya ini telah diterima Markats Puat KOMNAS TPNPB
melalui Kurir TPNPB pada Tanggal 11 Juni 2019, dan dalam laporanya mengatakan
bahwa emua barang bukti pembakaran Rumah masyarakat
kami
akan umumkan pada waktu yang tepat, maka saya mohon kepada semua pihak khususnya Rakyat papua
dari sorong sampai samarai segera bersatu dan
investigasi ke wilayah Ndugama.
Karena
Rakyat
Ndugama saat ini kehilangan hak hidupnya di atas tanah kelahirannya sendiri,
maka saya minta Jurnalis
Internasional dan tim pencari fakta
PBB segera Ke Ndugama

Laporan Ketujuh, Markas Pusat Komnas TPNPB-OPM telah terima laporan pada tanggal 12 Juni 2019, pukul 6:28 sore (pm)
dari Ndugama Papua yang telah dilaporkan langsung oleh Kurir TPNPB-OPM bahwa dari tanggal 1 Juni sampai 11 Juni 2019 Operasi militer sangat buruk dan tidak manusiawi di Wilayah Ndugama oleh Militer Indonesia yang
semakin brutal dan aksi yang lebih liar lagi dan tidak manusiaawi.
TPNPBNEWS: Sangat Urgen, Hari ini tanggal 12 Juni 2019
ada
darurat Militer di Distrik Mbua yaitu Pasukan TNI
membangun Pos Darurat di kebun Masyarakat yaitu
5
pos Darurat.
Hal
ini membuat masyarakat dalam kesulitan. Distrik
Yigi ada 5 titik TNI membuat Pos Darurat ruang Gerak masyarakat tidak bebas.
Selanjutnya
melaporkan bahwa situasi sangat tekang dan sulit, di
Distrik
Derakma ada 7 titik, maka terjadi kontak
senjata dan korban Belum di ketahui karena situasi sangat buruk kami harap
Intervensi segera Karena 3 hari ini situasi
sangat Buruk, Pemerintah Propinsi papua segera desak Pemerintah Indonesia untuk melakukan Perundingan dengan Pimpinan Militer
TPNPB-OPM atau dengan Tim Negosiator TPNPB-OPM untuk menangani konflik Perang
di Ndugama Papua.

Laporan kedelapan, Markas Pusat Komnas TPNPB-OPM telah terima laporan pada tanggal 13 Juni 2019, pukul 6:28 sore (pm)
dari Ndugama Papua yang telah dilaporkan langsung oleh Kurir TPNPB-OPM bahwa dari tanggal 1 Juni sampai 12 Juni 2019 Operasi militer sangat buruk dan tidak manusiawi di Wilayah Ndugama oleh Militer Indonesia.
TPNPBNEWS: telah
terjadi kontak senjata di Distrik Derakma kampung Dobobem tanggal 12 Juni 2019 pukul 11:25 pagi Waktu Papua.
Dalam insiden Baku tembak tersebut dari Pasukan TNI pada Malam hari sudah ambil posisi di
pembukitan, yagn dianggap
jalan keluar masuk Pasukan TPNPB-OPM dan
Kebetulan 5 personil Pasukan TPNPB melintasi jalan tikus
tersebut, telah terjadi Kontak
senjata.
Dengan sikap yang siaga, maka Pasukan TNI menembak terlebih
dahulu, namun
Pasukan TPNPB membalas dan berhasil
menembak kepala komadan Kesatuan TNI dan tewas
dalam kontak senjata tersebut.
Dan tidak Ada korban pihak TPNPB-OPM, kata Panglima Kodap III Ndugama Egianus Kogeya kepada Manajemen Markas Pusat KOMNAS TPNPB yang telah dilaporkan langsung Oleh
Kurir TPNPB.
Ada juga laporan dari Komadan Operasi Pemne Kogeya membenarkan bahwa tadi pagi puku l 0:30, hellicopter Milik Militer Indonesia mendarat
di lapangan Derakma dan bawa
keluar mayat anggota TNI tersebut tutur pemne kogeya.

2019, pukul 6:38 sore (pm) dari Ndugama Papua yang telah dilaporkan langsung oleh Kurir
TPNPB-OPM bahwa dari tanggal 1 Juni sampai 13 Juni 2019 Operasi militer sangat buruk dan tidak manusiawi di Wilayah Ndugama oleh Militer Indonesia telah
dan sedang dilakukan.
TPNPBNEWS: dilaporkan bahwa hari ini
Tanggal 14 Juni 2019 situasi Sangat Buruk. setelah Baku Tembak terjadi di
Distrik Derakma 1 anggota TNI tewas dan Operasi militer sangat Buruk
dari Jalan keluar
masuk masyarakat Di pasang tenda Darurat dan
melakukan pembakaran
Rumah-rumah masyarakat, Menembak
Babi 3 Ekor Di kampung Tirit, kejar masyarakat sangat buruk.
Diakhir laporanya Panglima
KODAP III Ndugama TPNPB-OPM Ekianus Kogeya memohon kepada semua pihak yang
peduli akan kemanusiaan Mohon
investigasi segera atas pelanggaran dan kejahatan Militer
Indonesia terhadap Masyarakat Civil Asli Ndugama Papua. Artinya perlu tindakan
mendesak, demi kemanusiaan di wilayah Ndugama.
Laporan Kesepuluh, Markas Pusat Komnas TPNPB-OPM telah terima laporan pada tanggal 15 Juni
2019, pukul 6:30 sore (pm) dari Ndugama Papua yang telah dilaporkan langsung oleh Kurir
TPNPB-OPM bahwa dari tanggal 1 Juni sampai 14 Juni 2019 Operasi militer sangat buruk dan tidak manusiawi di Wilayah Ndugama oleh Militer Indonesia.
TPNPBNEWS: dilaporkan bahwa pada hari
ini Tanggal 15 Juni 2019 telah terjadi Operasi militer di Distrik Mbua kampung
Kambum, Kumud, dan Arugia.
Dalam Operasi tersebut, Pasukan
TNI Pos Mbua melakukan interogasi terhadap Kepala suku dan Pemuda
setempat, dan TNI
bertanya kepada Masyarakat bahwa TPNPB-OPM kamu tau kah? Kalau kamu kastau kami akan Kasih uang dan supermi
serta pakaian.
Selanjutnya, TNI mengatakan bahwa kalau
kamu ketemu TPNPB-OPM lapor ke kami Ya! Kata TNI kepada Masyarakat.
Sikap TNI
dan Rumah-rumah warga di
periksa, jalan
tikus keluar masuk di tanya yang akibatnya masyarakat
sangat ketakutan dan trauma.
Hal
tersebut di laporkan oleh Agen Rahasia kami dari kampung tersebut.

Kesimpulan dan rekomendasi:
Bahwa di Ndugama telah dan
sedang dilakukan Operasi Militer yang massif oleh Militer Indonesa, namun Media
Internasional dan Naasional dan juga local tidak bisa melakukan peliputan.
Dan juga pekerja HAM, baik
Nasional Indonesia dan Internasional tidak bisa masuk di Wilayah Konflik
bersenjata, Karena Petinggi Militer Indoenesia di Papua tutup akses bagi semua
journalis dan pekerja kemanusiaan dari seluruh penjuru Dunia.
Oleh Karena itu, pada hari
ini Minggu Tanggal 16 Juni 2019 Markas Pusat KOMNAS TPNPB-OPM merekomdensaikan
laporan ini kepada semua pihak yang peduli akan kemanusiaan, agar segera lakukan
tindakan kemanusiaan atas situasi crisis kemanusiaan di Ndugama Papua.
Selanjutnya, Kami juga Minta
kepada Sekjen PBB dan Ketua Komisi HAM PBB agar segera mendesak Pemerintah
Indonesia untuk mengirim misi kemanusiaan dan Tim pencari fakta ke Ndugama
Papua.
Hal ini sangat penting dan
segera dilakukan Demi menghargai Hak-Hak Asasi Manusia dari masyarakat pribumi
Papua di Ndugama.
Dan Kami perlu sampaikan
bahwa Laporan Kami adalah benar dan dapat dipertanggung jawabkannya. Karena
Laporan Kami langsung dari Ndugama kepada Manjemen Markas Pusat KOMNAS TPNPB-OPM.
