Today on November 1^st 2019, General Operations Commander of TPNPB-OPM Major General Lekagak Telenggen has officially issued a general appeal addressed to all parties, and especially to the United Nations.

To Supporting Countries of Free Papua throughout the World and to the United Nations

With respect,
Since the struggle for Papua independence from 1961 to 1971 and up to the present year 2019 we are still in the wilderness, in the territory of West Papua.

While the Colonial Government of the Republic of Indonesia controlled and took over our customary lands, our hamlet which is our hometown, was all controlled by the Colonial Government of the Republic of Indonesia through sending Indonesian Military and Police Forces throughout Papua.

And we were all killed, and this murder Indonesian has been doing since May 1^st 1963 until now. Indonesians still kills us like wild animals.

Therefore, we convey to the native Papuans that it is time for us to continue to fight until Papua is fully independent, if the UN and Indonesia do not recognize the Papuan Nation's Independence Rights, then we call on all native Papuans that we remain and will continue to carry out perfect resistance when even.

By looking at such conditions, we convey to supporters of Free Papua throughout the World, and also especially to Australia, New Zealand, and all Pacific Countries and to the United Nations a number of important matters that must be a concern, namely:

1. We are leaders of TPNPB-OPM throughout Papua under the leadership of Gen. Goliath Tabuni and General Operations Commander of TPNPB-OPM in West Papua Major General Lekagak Telenggen together with 33th TPNPB-OPM Regional Commanders in Chief hope that the Supporting States will immediately help us with Military Logistics equipments. In this case, don't hesitate to help us TPNPB-OPM;

2. We are TPNPB-OPM Military Leaders from Sorong to Samari calling on the Free Papua Supporting Countries and the Pacific Islands to immediately help us the people of West Papua who are now suffering, and in 2019 and 2020 is a moment for the people of Papua, then the war will continue until Full Free Papua from the hands of the Colonial Government of the Republic of Indonesia;

3. We are the Leaders and all of the TPNPB-OPM Forces in 33th Region Commanders in Chief of TPNPB-OPM Calling for the entire Papuan supporters of independent both Internationaly, Nationaly and also Local Papua, to immediately support the current TPNPB-OPM Movement, because the TPNPB-OPM is ready to lead to a Total Revolution for the determination of one's own destiny for the people of West Papua;

4. That We TPNPB-OPM leaders hope that which countries support us in this Total Revolutionary War are the Countries that will Collaborate with the State of West Papua, after Papua got Independence. Therefore, we TPNPB-OPM     Leaders hopes that the Supporting State helps us with military logistics equipments, because of us TPNPB troops from Sorong to Samarai are ready to fight with the Indonesian Military and Police Forces until Papua is independent;

5. We, TPNPB-OPM Leaders convey in the name of the Living God and in the name of the bones that have fallen Heroes of the West Papua Revolution that we are the Leaders of the TPNPB-OPM along with 33th Region Commanders of TPNPB-OPM strongly reject the Expansion of the New Provinces namely Expansion of the Central Papua Province and South Papua Province on behalf of Our Struggle, which has been offered by the Indonesian Central Government in Jakarta. For that, the person who signed and accepted the New Expansion Provinces, we will hunt them down even we kill them, then immediately stop taking care of the sweet sugar made in Jakarta;

6. Year after year TPNPB-OPM struggle from the 1996 Mapenduma Hostage under the leadership of General Kelly Kwalik and Daniel Kogeya, Silas Ellmin Kogeya, Daud Yiginap Lokbere, always refused Jakarta's offer. 58^th years TPNPB-OPM experience struggling, TPNPB-OPM has had the experience that is,
a) Jakarta offers a 1% Fund for 7 Tribal Communities in Timika, Through Hand in Hand with Freeport and other Regency Expansion in Papua.
b) Design of Special Autonomy and Special Autonomy for Papua in 2001 and UP4B in 2011.
c) Expansion of Jakarata-style Regencies in some of Papua's Remote Areas. We were reject all this, and we only demand free Papua;

 
7. And to know that we used to have many factions in the struggle for an independent Papua, then every event that we TPNPB-OPM did in its forests was exploited by the political elites of Papua and Jakarta, and now TPNPB-OPM has united in the National Command from Sorong to Samarai. Therefore, whoever is a native Papuan who utilizes our Struggle, be it the Provincial, District Official up to the district level is our main enemys. And we will shoot dead Papuans who take care of the expansion of the New Provinces in Papua, before we shoot members of the Indonesian Military and Police.

This appeal was conveyed by the Commander in Chief of the National Command of TPNPB-OPM Gen. Goliath Tabuni through the General Operations Commander  of TPNPB-OPM in the Land of Papua Major General Lekagak Telenggen, and has been able to be forwarded to the Management of the TPNPB-OPM Central Headquarters by Special Staff, to be announced to the world so that it can be of concern by the all parties.

Thus the TPNPB-OPM Official Call was issued from the TPNPB-OPM  Headquarters through the TPNPB-OPM General Operations Commander throughout Papua. (Kimagi, West Papua Yambi).

And forwarded to all journalists around the world, and also delivered to human rights workers around the world by the spokesperson of the TPNPB-OPM Mr. Sebby Sambom.

Hari ini tanggal 1 November 2019, Komandan Operasi Umum TPNPB-OPM Mayjen Lekagak Telenggen telah resmi mengeluarkan seruan Umum yang ditunjukan kepada semua pihak, dan yang terutama kepada PBB. 

Kepada Yang terhormat,

Negara-Negara Pendukung Papua merdeka di seluruh Dunia dan PBB  

Dengan Hormat,

Berhubung Perjuangan Papua Merdeka  sejak Tahun 1961 sampai 1971 dan  hingga kini Tahun 2019 kami masih bergerlia di Hutan belantara, di territory West Papua.

Sementara Pemerintah Kolonial Republik Indonesia menguasai  Dan mengambil alih Tanah adat kami, Dusun Kami yang merupakan kampung halaman kami, semua di kuasai oleh Pemerintah Kolonial Republik Indonesia melalui pengiriman Pasukan Militer dan Polisi Indonesia di seluruh wilayah Papua. 

Dan Kami semua di bunuh habis, dan pembunuhan ini Indonesia lakukan dari sejak  1 Mei 1963 hingga kini. Indonesia masih membunuh Kami seperti bintang liar. 

Oleh karena itu kami sampaikan kepada orang asli Papua bahwa saatnya kami tetap lakukan perlawanan terus samapai Papua Merdeka Penuh, jika PBB dan Indonesia tidak akui Hak Kemerdekan Bangsa Papua, maka kami serukan Kepada semua orang asli Papua bahwa kita tetap dan akan terus melakukan perlawanan sempai kapan pun. 

Dengan melihat kondisi yang sedemikian ini, maka Kami sampaikan kepada pendukung Papua Merdeka di  seluruh Dunia, dan juga yang terutama kepada Australia, New Zealand, dan seluruh Negara Pasifik dan PBB beberapa ha penting yang harus menjadi perhatian, yaitu: 

1.     Kami Pimpinan TPNPB-OPM se Tanah Papua dibawah Pimpinan Gen. Goliath Tabuni dan Komandan Operasi umum se Tanah Papua  Mayjen Lekagak Telenggen bersama 33 PangKodap TPNPB-OPM berharap bahwa Negara Pendukung  segera membantu Kami untuk  peralatan Logistic Militer. Dalam hal ini jangan ragu-ragu untuk bantu Kami TPNPB-OPM; 

2.     Kami Pimpinan  Militer TPNPB-OPM dari sorong sampai samari  menjerukan kepada Negara-Negara Pedukung Papua Merdeka serta Kepulauan Pasifik segera Membantu kami Rakyat West Papua yang Kini Menderita, dan dalam Tahun 2019 dan 2020 adalah momen bagi  Rakyat Papua, maka  akan perang terus sampai Papua Merdeka Penuh dari tangan Kolonial Republik Indonesia;

3.     Kami Pimpinan dan seluru Pasukan Komnas TPNPB-OPM  dalam 33 PangKodap  Menyerukàn Kepada seluruh Pedukung Papua merdeka baik Dunia Internasional, Dan Nasional maupun Lokal Papua, agar segera mendukung Gerakan TPNPB-OPM saat ini, karena TPNPB-OPM telah siap untuk menuju Revolusi Total guna Penentuan Nasib sendiri bagi Bangsa Papua Barat; 

4.     Bahwa Kami Pimpinan TPNPB-OPM berharap Negara mana yang mendukung kami dalam Perang Revolusi Total  ini adalah Negara Yang akan Kerja sama dengan Negara Papua Barat, setelah Papua Merdeka. Oleh karena itu kami Pimpinan  TPNPB-OPM berharap bahwa Negara Pendukung Membantu Kami peralatan logistic Militer, karena kami Pasukan TPNPB dari sorong sampai samarai siap berperang dengan Pasukan Militer dan Polisi Indonesia sampai Papua merdeka;

5.     Kami Pimpinan TPNPB-OPM sampaikan demi Nama Tuhan yang Hidup dan Demi nama Tulang belulang yang telah Gugur Pahlawan Revolusi Papua Barat bahwa Kami Pimpinan KOMNAS TPNPB-OPM beserta 33 PangKodap Menolak dengan tegas  Pemekaran Provinsi-Provinsi Baru yaitu Wacana Pemekaran Provinsi Papua Tengah dan Provinsi Papua Selatan atas nama Perjuangan Kami,  yang telah ditawarkan Oleh Pemeritah Pusat Indonesia di Jakarta. untuk itu, Oknum Pejabat yang tanda tangan dan menerima Pemekaran tersebut  itu kami akan memburu mereka sampai akan kami  Bunuh, maka segera berhenti Urus gula gula Manis buatan Jakarta itu;

6.     Tahun Ke tahun Perjuangan TPNPB-OPM dari sejak Penyanderaan Mapenduma 1996  dibawah Pimpinan Jenderal Kelly Kwalik dan Daniel Kogeya, Silas Ellmin Kogeya, Daud Yiginap Lokbere, selalu menolak tawaran Jakarta. Pengalaman 58 tahun TPNPB-OPM berjuang, TPNPB-OPM telah memiliki pengalaman yaitu,  

a)     Jakarta menawarkan Dana 1%  untuk Masyarakat 7 Suku di Timika, Melalui Gandengan tangan Freeport  dan Pemekaran Kabupaten lain di Papua.

b)     Perancangan Otonomi Khusus dan Otsus Papua tahun 2001 dan UP4B tahun 2011.

c)      Pemekaran Kabupaten  ala Jakarata  di beberapa Daerah Pedalaman Papua. Semua ini kami tolak, Dan Kita Hanya nuntut Papua Merdeka. 

7.     Dan Untuk diketahuinya bahwa Kami Dulu banyak Faksi dalam perjuangan Papua Merdeka, Maka  setiap Peristiwa yang Kami TPNPB-OPM  lakukan di Hutan-Hutan hasilnya di Manfaatkan oleh Elit  Politik  Papua dan  Jakarta, dan kini TPNPB-OPM sudah bersatu dalam Komando Nasional dari sorong sampai samarai. Oleh karena itu siapapun Orang Asli Papua yang memanfaatkan Perjuangan kami, baik itu Pejabat daerah Provinsi, Kabupaten  sampai tingkat distrik adalah Musuh utama kami. Dan kami akan tembak mati Orang Asli Papua yang urus Pemekaran Provinsi-Provinsi Baru di Papua, sebelum kami tembak anggota Militer dan Polisi Indonesia. 

Seruan ini di sampaikan oleh Panglima Tinggi KOMNAS TPNPB-OPM Gen. Goliath Tabuni melalui Komadan Operasi Umum TPNPB-OPM se Tanah Papua Mayjen Lekagak Telenggen, dan telah dapat diteruskan kepada Manajemen Markas Pusat KOMNAS TPNPB-OPM oleh Staff Khusus, guna diumumkan kepada dunia agar dapat menjadi perhatian oleh semua pihak. 

Demikian Seruan  Resmi TPNPB-OPM ini di keluarkan dari Markas Pusat KOMNAS TPNPB-OPM melalui Komadan Operasi Umum TPNPB-OPM se Tanah Papua.  (Kimagi, Yambi Papua Barat).

Dan diteruskan kepada Semua Journalists di seluruh dunia, dan juga disampaikan kepada pekerja HAM di seluruh dunia oleh Juru Bicara KOMNAS TPNPB-OPM Tuan Sebby Sambom.
