The Important Information About TPNPB-OPM Structutre Management in National Command

Why the KOMNAS TPNPB Headquarters Issued the Important Information about the KOMNAS TPNPB Structure? We must do this because there are two basic things:

First, to answer the question of the New Zeland Radio Reporter where he asked about two matters, namely clarification of who is the High Commander of the TPNPB and the second what about the attitude of the High Commander of TPNPB?

Secondly, to clarify the Position and Attitude of the Organization of the OPM military wing of KOMNAS TPNPB, because in January 2019 the ULMWP Leadership of the Defense and Security Bureau had taken unfriendly provocations by carrying out the Video Threat Records against OPM and TPNPB leaders and also sending an anonymous or fake letter to Radio New Zeland Jpournalist (JB).

With the basis of this strong argument, KOMNAS TPNPB Headquarters on the Command of the General Staff Head, Maj. Gen. Terryanus Satto the Management of the Central Headquarters of TPNPB issued this important information to be known by all parties who knew the struggle of the Papuan people for independence.

The Chief or Leaders of the National Command of the West Papua National Liberation Army based on the results of the OPM-TPN Summit in Biak on May 2012 are as follows:

1.       High Commander of TPNPB is General Goliath Tabuni

2.       The Deputy Commander of TPNPB is Lieutenant General Gabriel Melkizedek Awom

3.       The General chief of staff of TPNPB  is Major General Terryanus Satto

4.       Spokesman of TPNPB is Sebby Sambom

5.       The Central Headquarters Operations Commander is Major General Lekagak Telenggen

6.       And the TPNPB also has three Armed Forces Chiefs of Staff, namely:
6.1. Army Chief of Staff (KASAD)
6.2. Navy Chief of Staff (KASAL)
6.3. Air Force Chief of Staff (KASAU)
Note: For the needs of the West Papua National Liberation Revolution, then KOMNAS TPNPB functions only one War Association, namely the Army in accordance with the Conditions of Struggle.

7. In the KOMNAS TPNPB Structure we have 31st Regional Defense Commands (KODAP) in all West Papua territories, both from Sorong to Samarai including the BIG Victoria Headquater in the Bewani Valley of PNG Border side. The 31st KODAP TPNPB is the work of KOMNAS TPNPB for 7^th years after the TPN-OPM Summit at the Biak Perwomi Headquarter, Papua in May 2012. And KOMNAS TPNPB is ready to carry out the TOTAL Revolution to create Independence for the Nation and People of West Papua.

In accordance with the management of the OPM Military wing of the National Command  based on the TPN-OPM Summit in 2012 in Biak, all the Guerilla Warfare West Papua National Liberation that has been and is being carried out by the military of TPNPB can be accounted for by the management of the TPNPB Central Headquarters Command. 

Therefore, all journalists from various media around the world must or need to communicate with the leaders of the National Command of TPNPB at the Headquarters, in order to obtain correct and responsible information. 

And also may communicate with the OPM Political Organization which is established under the July 1th, 1971 Constitution, where Mr. Jeffrey Bomay is the Chairman of the OPM now.

Because the war carried out by TPNPB is inseparable from the OPM Organization. This is very important to be known by all parties, both nationally and internationally.

The position of TPNPB and OPM is clear, which stands based on the proclamation of the July 1th, 1971 Constitution.

 

Based on this information, the TPNPB National Command rejects the individuals and smale group who claim the OPM Military but do not have a battlefield and actually they are passive people who are unable to work towards a total revolution.

And the OPM Military Unity which was mediated by the KNPB in Biak in May 2012 is legal and has a strong legal basis, therefore the TPNPB National Command has been and is working to prepare itself for the TOTAL Revolution to seize the Independence of West Papua.

Thus, the National Headquarters of KOMNAS TPNPB appealed to all fighters and the people of Papua and more specifically to all West Papua National Liberation Army (TPNPB) leaders and soldiers in 31st KODAP not to be affected or provoked by incitement by TRWP who wanted to make a rival summit in Vanimo PNG at TRWP Headquarters.

Why? Because the TPN-OPM military  unity was completed through the TPN-OPM Summit at the Perwomi Biak Headquarters in May 2012 (7 years ago), which was in good faith and mediated by the young generation of Papua through the People's Media organization or (KNPB).

To be able to know that please follow the Important note about the TPN-OPM Summit that was held at the Perwomi Biak Headquarters in May 2012 below:

Important Notes In the implementation of TPN-OPM Summit 2012 in Biak, West Papua

1. All Defence Headquarters have been given the opportunity to participate in the Summit of TPN-OPM, as a form of appreciation for the services in the struggle for last 50 years;

2. In this case, almost all defence of TPN-OPM from Sorong to Merauke has delegated their envoy to the success of the summit of TPN-OPM at Prewomi Headquarted in Biak on May 2012;

3. Unless the Chief of Defence only three who did not participate or did not sent a delegation or not give recommendation on the grounds that their defence based Management Command, namely Chief Gen. Mathias Wenda, Bridgen Richard Joweny, and Bridgen Herman Abubakar Wenda;

4. Referring to the three points of note above, it can be explained more complete of the three leaders of the main reasons as follows: Gen. Mathias Wenda been sent a delegation to the summit Pre of TPN-OPM under the leadership of Mr. Simson Yikwa, and stated that "Gen. Mathias Wenda will not participate in the Summit of TPN-OPM in Biak, because Gen. Mathias Wenda has made his own organization, namely the Revolutionary Army of West Papua. Therefore, anyone who wants to join TRWP please, constitution and organizational structure is ready ". This statement be delivered directly by envoy of Gen. Mathias Wenda in the pre summit of TPN-OPM in Maribu on February 15^th 2012;

5. Bridgen Richard Joweny not participate in the Summit of TPN-OPM in Biak on Mei 2012, because at the time of the pre summit of TPN-OPM in Maribu dated on February 15^th 2012, Bridgen Richard Joweny have sent a letter through the Savior speech by (Col. Jonah Wenda) and stated that Bridgen Richard Joweny not coming on the summit of TPN-OPM, because Brigend Richard Joweny has became the chairman of WPNCL;

6. Mr. Herman Abubakar Wenda and his group there has been no official statement on the implementation of the TPN-OPM Summit in 2012;

7. Mr. Danny Kogoya and delegation from (Victoria, Bewani Headquarters) resigned (wallout) of TPN-OPM Assembly summit on the second day (on May 2th 2012), with the excuse that they've Select Danny Kogoya be Commander in Chief of TPN-OPM at Victoria, Bewani, PNG side in 2011 the last year, through the Congress of TPN-OPM;

The final note from the clarification of KOMNAS TPNPB regarding the High Commander may follow below:

Based on the results of the TPN-OPM Summit at the Perwomi Headquarter in Biak, Papua that the Ne. Goliath Tabuni is the High Commander in accordance with the information in the Structure above. But in 2017, the KOMNAS TPNPB Headquarter Management was not a journalist's mediation for direct interviews with the High Commander of TPNPB with grounded and responsible reasons.

Why? Because in 2016 the High Commander of the TPNPB Gen Goliath Tabuni was  incitement by a group that claimed to be the YEONDOAN Organization, under the Command of Rev. Darius Kogoya and Mr. Anton Obe Nego Tabuni (He is an secretary of Gen Goliath Tabuni).

In this case the KOMNAS TPNPB Headquarters Management have an complete data about the ideology of YEONDOAN, which has the ideology that after FreeWestPapua (Papua Merdeka) the Papuan National Language is the Language of the Lani Tribe.

And with this basis, the YEONDOAN group also changed the Papuan Flag (Bintang Fajar) to become the YEONDOAN flag with one additional stars, then it became two stars.

Therefore KOMNAS TPNPB Headquarters Management at the annual meeting in 2017 decided not to allow the Commander to issue a comment until there would be a special session, and KOMNAS TPNPB Headquarter Management still communicated legally by the KOMNAS TPNPB Military Council.

From the results of this clarification, then by the LAW of TPNPB Military Gen. Goliath Tabuni  is Still High Commander of TPNPB until at the Special Session of KOMNAS TPNPB later.

Informasi Penting Tentang Struktur Manajemen TPNPB-OPM Komando Nasional

Mengapa Markas Pusat  KOMNAS TPNPB Mengeluarkan informasi Penting tentang Struktur  KOMNAS TPNPB? Hal ini harus kami lakukan karena ada dua hal mendasar yaitu: 

Pertama, untuk menjawab pertanyaan Wartawan Radio New Zeland dimana dia menanyakan tetang dual hal, yaitu klarifikasi Siapa Panglima Tinggi TPNPB dan yang kedua bagaimana dengan sikap Panglima Tinggi TPNPB? 

Kedua, untuk memperjelas Posisi dan Sikap Organisasi sayap militer OPM yaitu KOMNAS TPNPB, karena pada bulan Januari 2019 Pimpinan ULMWP Biro Pertahanan dan Keamanan telah melakukan tindakan provokasi yang tidak bersahabat dengan cara telah melakukan Rekaman Video Ancaman terhadap Pimpinan OPM dan TPNPB dan juga mereka telah mengirim surat kaleng kepada Wartwan  Radio New Zeland (JB). 

Dengan Dasar argument yang kuat ini, maka Markas Pusat KOMNAS TPNPB atas Perintah Kepala Staff UMUM Mayjend Terryanus Satto Manajemen TPNPB Markas Pusat mengeluarkan informasi Penting ini untuk dapat diketahui oleh semua pihak yang mengetahui perjuangan bangsa Papua untuk Merdeka. 

Pimpinan Komando Nasional Tentara Pembebasan Nasional Papua Barat berdasarkan hasil KTT TPN OPM di Biak Mei 2012 adalah sebagai berikut:

1.      Panglima Tinggi TPNPB adalah Gen. Goliath Tabuni

2.      Wakil Panglima TPNPB adalah Letnan Jenderal Gabriel Melkizedek Awom

3.      Kepala Staff Umum TPNPB adalah Mayor Jenderal Terryanus Satto

4.      Juru Bicara TPNPB adalah Tuan Sebby Sambom

5.      Komandan Operasi Markas Pusat adalah Mayor Jenderal Lekagak Telenggen

6.      Dan TPNPB juga memiliki Tiga Kepala Staff Angkatan Perang yaitu:

6.1.           Kepala Staff Angkatan Darat (KASAD)

6.2.           Kepala Staff Angkatan Laut (KASAL)

6.3.           Kepala Staff Angkatan Udara (KASAU)

Catatan: Untuk kebutuhan Revolusi Pembebasan nasional Papua Barat, maka KOMNAS TPNPB fungsikan satu Ankatan Perang saja yaitu Angkatan Darat sesuai dengan Kondisi Perjuangan.

7.      Dalam Struktur KOMNAS TPNPB kita memiliki 31 Komando Daerah Pertahanan (KODAP) di seluruh teritori Papua Barat, baik dari Sorong sampai Samarai termasuk MARKAS BESAR Victoria di Lembah Bewani PNG. 31 KODAP TPNPB adalah hasil kerja KOMNAS TPNPB selama 7 tahun setelah KTT TPN-OPM di Markas Perwomi Biak, Papua Mei 2012. Dan KOMNAS TPNPB siap untuk Melakukan Revolusi TOTAL guna merebuat Kemerdekaan bagi Bangsa dan Rakyat Papua Barat.    

Sesuai manajemen Organisasi sayap MIliter OPM Komando Nasional berdasarkan hali KTT Biak 2012, maka semua perang  Gerilya Pembebasan Nasional Papua Barat yang telah dan sedang dilakukan oleh militer TPNPB dapat dipertanggungjawabkan oleh manajemen Komando Markas Pusat TPNPB. 

Oleh karena itu, semua jurnalis dari berbagai media di seluruh dunia wajib atau harus berkomunikasi dengan Pimpinan-pimpinan TPNPB Komando Nasional di Markas Pusat, guna mendapatkan informasi yang benar dan bertanggungjawab. 

Dan juga boleh berkomunikasi dengan Organisasi Politik OPM yang berdiri berdasarkan Konstitusi 1 Juli 1971, dimana Tuan Jeffrey Bomay adalah Ketua OPM sekarang. 

Karena Perang yang dilkukan oleh TPNPB tidak terlepas dari Organisasi OPM. Hal ini sangat penting untuk dapat di ketahui oleh semua pihak, baik itu secara Nsional maupun internasional. Posisi TPNPB dan OPM sudah jelas, dimana berdiri berdasarkan proklamsi Konstitusi 1 Juli 1971.  

Berdasarkan informasi penting ini maka TPNPB Komando Nasional menolak individu dan oknum-oknum yang klaim Militer  OPM tapi tidak punya lapangan perang dan juga sebenarnya mereka adalah orang-orang pasif, yang tidak mampu kerja untuk menuju revolusi total. 

Dan Persatuan Militer OPM yang pernah di mediasi olek KNPB di Biak pada Bulan Mei 2012 adalah sah dan memiliki dasar hukum yang kuat, oleh karena itu TPNPB Komando Nasional telah dan sedang kerja untuk mempersiapkan diri guna menuju Revolusi TOTAL merebut Kemerdekaan Papua Barat. Dengan demikian, maka Markas Pusat KOMNAS TPNPB menghimbau kepada semua Pejuang serta rakyat Papua dan yang lebih khusus kepada semua Pimpinan serta Prajurit TPNPB di 31 KODAP untuk tidak terpengaruh atau tidak terprovokasi hasutan oleh TRWP yang ingin membuat KTT tandingan di Vanimo di Markas TRWP. 

Mengapa? Karena persatuan militer TPN-OPM sudah selesai melalui KTT TPN-OPM di Markas Perwomi Biak pada Mei 2012 (7 Tahun yang lalu), yang mana atas niat baik dan mediasi oleh generasi muda Papua melalui organisasi Media Rakyat (KNPB). 

Untuk dapat diketahuinya bahwa silakan ikuti catatan Penting tentang KTT TPN-OPM yang pernah dilaksanakan di Markas Perwomi Biak   Pada Bualan Mei 2012 dibawah ini:

Catatan Penting Dalam Pelaksanaan KTT TPN-OPM 2012 di Biak Papua Barat

1. Semua Markas Pertahanan telah diberikan kesempatan untuk ikut-serta dalam Konferensi Tingkat Tinggi TPN-OPM, sebagai bentuk penghargaan atas jasa dalam perjuangan selama 50 tahun;

2. Dalam hal ini, hampir semua pertahanan TPN-OPM dari Sorong sampai Merauke telah mendelegasikan utusannya untuk mensukseskan KTT TPN-OPM di Biak Mei 2012;

3. Kecuali hanya tiga Pimpinan Pertahanan yang tidak ikut serta atau tidak mengutus delegasi ataupun tidak memberikan Rekomendasi dengan alasan yang berdasarkan Manajemen Komando pertahanan mereka, yaitu Pimpinan Gen. Mathias Wenda, Bridgen Richard Joweny, dan Bridgen Herman Abubakar Wenda.

4. Merujuk dari poin ketiga dari catatan di atas, maka dapat dijelaskan lebih kongritnya atas alasan utama dari ketiga pimpinan sebagai berikut: Gen. Mathias Wenda mengirim Delegasi dalam Pra KTT TPN-OPM dibawah pimpinan Tuan Simson Jikwa, dan menyatakan bahwa “Gen. Mathias Wenda tidak akan ikut serta dalam KTT TPN-OPM di Biak, karena Gen. Mathias Wenda telah membuat organisasi sendiri yaitu Tentara Revolusi Papua Barat. Oleh karena itu siapa saja mau bergabung ke TRWP silakan, konstitusi dan struktur organisasi sudah siap”. Pernyataan ini disapaikan langsung oleh utusan Gen. Mathias Wenda dalam pra KTT TPN-OPM di Maribu pada tanggal 15 Februari 2012;

5. Bridgen Richard Joweny tidak ikut serta dalam KTT TPN-OPM di Biak, karena pada saat pra KTT TPN-OPM di Maribu tanggal 15 Februari 2012, Bridgen Richard Joweny telah mengirim surat melalui Juru Bicaranya (Col. Jonah Wenda) dan menyatakan bahwa Bridgen Richard Joweny tidak akan ikut KTT TPN-OPM, karena Brigend Richard Joweny telah menjadi ketua WPNC;

6. Tuan Herman Abubakar Wenda dan kelompoknya belum ada pernyataan resmi dalam pelaksanaan KTT TPN-OPM 2012;

7. Tuan Danny Kogoya dan delegasinya (dari Markas Victoria, Bewani) mengundurkan diri (wallout) dari Sidang KTT TPN-OPM pada hari kedua (tanggal 2 Mei 2012), dengan beralasan bahwa mereka sudah Pilih Danny Kogoya menjadi Panglima Tinggi TPN-OPM di Victoria, Bewani, PNG dalam tahun 2011 yang lalu, melalui Kongres TPN-OPM;

Catatan akhir dari klarifikasi KOMNAS TPNPB tentang Panglima Tinggi boleh ikuti di bawah ini:

Berdasarkan hasil KTT TPN-OPM di Markas Perwomi Biak, Papua bahwa Gen Goliath Tabuni adalah Panglima Tinggi sesuai keterangan dalam Strutktur di atas. Namun di tahun 2017, Manajemen Markas Pusat KOMNAS TPNPB tidak mediasi Wartawan untuk Interview langsung dengan Panglima Tinggi dengan alasan yang berdasar dan bertanggungjawab.

Mengapa? Karena dalam tahun 2016 Panglima Tinggi TPNPB Tuan Gen Goliat Tabuni telah dihasut oleh Kelompok yang mengklaim diri sebagai Organisasi YEONDOAN, dibawah Komando Pendeta Darius Kogoya dan Tuan Anton Obe Nego Tabuni (sekretarisnya Gen Goliath Tabuni).

Dalam hal ini Manajemen Markas Pusat KOMNAS TPNPB mempunyai data yang lengkap tentang ideologi YEONDOAN, yang memiliki ideologi bahwa setelah Papua Merdeka Bahasa Nasional Papua adalah Bahasa Suku Lani.

Dan dengan Dasar ini, Kelompok YEONDOAN juag merubah Bendera Negara Papua (Bintang  Fajar) menjadi bendera YEONDOAN dengann tada tambahan Bintang, maka menjadi dua bintang.  

Oleh karena itu Manajemen Markas Pusat KOMNAS TPNPB dalam rapat tahunan di tahun 2017 memutuskan untuk tidak ijinkan Panglima mengeluarkan komentar sampai akan ada sidang istimewa, dan Manajemen Markas Pusat KOMNAS TPNPB masih melakukan komunikasi legal secara Hukum Dewa Militer KOMNAS TPNPB.  

Dari hasil klarifikasi ini, maka secara HUKUM Militer TPNPB Panglima Tinggi Masih Gen Goliath Tabuni sampai Sidang Istimewa KOMNAS TPNPB nanti.
