Based on the topics mentioned above, we are the military wing of the West Papua- National Liberation Army, in National Command, the Free Papua Organization formally from the Central Headquarters issued this "An Open Letter and Official Statement" in order to be of concern to all parties.

This Open letter is an Attitude
of the Papuan Nation's Rejection of the Annexation of Papua into the Unitary
Republic of Indonesia based on the TRIKORA Declaration on December 19th, 1961, where the
first President of the Republic of Indonesia Ir. Soekarno once announced in
North Square in Jogyakarta Town, Indonesia.
In this regard, our West Papua
National Liberation Army (TPNPB) - the Free Papua Organization (OPM) informs
the public globally that "We are freedom fighters who have been and are
fighting for Melanesian People's Rights in West Papua, and this Right including
the Political Rights of the Papuan People to self-determination.
Therefore it is necessary
to know that "we are not Terrorists, Armed Criminal Groups (KKB) and other
stigma that the Government of the Republic of Indonesia stigmatizes the West
Papua National Liberation Army (TPNPB), but we are West Papua Freedom Fighters
who have and are struggling with the aim of freeing our customary land and also
freeing the Melanesian people in West Papua from the hands of oppression and
occupation by the colonial government of the Republic of Indonesia.
On the basis of our fundamental
archetype, the West Papua National Liberation Army issued an official statement
which was shown to the fourteen addresses which we have listed on the first
page above.
The main purpose of this
official statement is that it can be considered by all parties in accordance
with the appointment and can be carried out immediately, to save the Melanesian
people in West Papua from extinction (Genocide)
by the Colonial Government Security Apparat of Republic of Indonesia.

AN OFFICIAL STATEMENT OF THE WEST PAPUA NATIONAL LIBERATION (TPNPB)
on December 19th, 2018
1. That, urging and asking the
Secretary General of the United Nations Mr. Antonio Guterres to immediately
acknowledge the mistake of the United Nations in terms of the hand over of the
West Papua Government Administration from the Dutch Government to the
Government of the Republic of Indonesia was started on May 1th, 1963, and also errors of he implementation of the An Act of Free Choice in 1969 or
colled PEPERA that the Government of Indonesia had carried
out, and in its implementation were undemocratic and legally and morally
flawed, and also where the role of the UN did not function at that time. As a
result, the rights of indigenous Papuans to free alone and became a sovereign
nation. On the basis of this rational argument, our West Papua National
Liberation Army asked to Secretary General of the United Nations and all UN
member states to immediately take steps and positive actions to support the
Melanesian People's Struggle in West Papua for self-determination;
2. That, we ask the Chair of the UN Human Rights Council to urge the President of the UN General Assembly to immediately hold a Special Session to issue a Resolution for the mission of sending UN Peacekeepers in Papua, in order to take over security in West Papua.
3. That, we ask the President of the United Nations Security Council in New York USA, to immediately regulate the steps to discuss the sending of UN Peace Forces to Papua, because the Colonial Government of the Republic of Indonesia military operations did in West Papua was brutal and sacrificed the Civil Society. In this case the most obvious is in the District of Nduga Papua, was started on December 4th 2018 to the present day the Indonesian Military operations are still continuing.
That, we ask the Chairperson of the
UN C24 De-Colonization (Mr. Walton Alfonso Webson) not to be allergic to the
Self-Determination Right for the Melanesian People in West Papua, but for
humanity and justice it must register West Papua again in the Territory of United
Nations Decolonization;
5. That, asking the President of the United States (Mr. Donald Trum) to immediately acknowledge the mistakes of the predecessor figures, which have pressured the United Nations and the Dutch Government to hand over the West Netherland New Guinea Government Administration to the Indonesian Government without considering the Melanesian People's Rights of West Papua independent, like other nations on earth. We know that this United States of American Government has done, because America has an interest in the secret mission to control the Gold Mineral Resources in Tembapura West Papua, which is clear that the Freeport American Gold Mine was opened in Tembagapura, West Papua in 1967, before West Papua becomes a legitimate part of Indonesia. Therefore, we ask the President of the United States of America (Mr. Donald Trum) to immediately support the Self-Determination Right which has been and is being championed by the Melanesian People in West Papua;
6. That, asking the Dutch Prime Minister and the Cabinet of his Government to immediately acknowledge the mistakes of the predecessor in terms of the annexation of West Papua into the territory of the Unitary State of the Republic of Indonesia, and immediately take positive action to support the Self-Determination Right for the Melanesian People in West Papua ;
7. That, asking the President of the Republic of Indonesia (Mr Yoko Widodo) to immediately acknowledge the guilt of his predecessor which had been the annexation of West Papua through a military invasion based on TRIKORA on December 19th, 1961 and was implemented started from May 1th, 1963, and then immediately supported the Rightsof Self-determination for the Melanesian people in West Papua in order to create world peace based on the first paragraph of the 1945 Constitution of the Republic of Indonesia;
8. That, we ask the ladies and gentlemen of the leaders of the Melanesian countries and the governments of the Pacific countries in general, so that for the sake of Melanesian and Pacific regional unity, we hope that they will not be affected by the provocation of the Colonial Government of the Republic of Indonesia. In this case, we sincerely request that please cooperate with Indonesia but do not forget the Right of Self-Determination for the Melanesian People in West Papua;
9. That, we ask the Leaders of the African, Caribbean and Pacific Countries (ACP) not to be affected by deception and provocation by the Colonial Government of the Republic of Indonesia. In this case the Government of the ACP Countries may cooperate with Indonesia in bilateral relations, but do not forget the Right of Self-Determination for the Melanesian People in West Papua which is the Negroid Cluster;
10. That, we ask all indigenous Papuans who live throughout the world, especially to TPNPB-OPM diplomats, to immediately carry out active diplomacy, in order to create a three-party negotiating mission between TPNPB-OPM and the Colonial Government of the Republic of Indonesia.
11. That, we ask all those who support Free Papua throughout the world to continue to support the Melanesian People's Struggle in West Papua for the Right to Determine Their Own Fate, and not be affected by the acts of provocation of the Colonial Government of the Republic of Indonesia;
12. That, we ask all Indonesian National journalists both National and local Medias to carry out true and balanced preaching and need to avoid excessive propaganda which is less ethical by the authorities as the new Invaders in the Land of the Customary People of Papua. In this case, including the Stigmanism of Indonesian Security Apparatus to the West Papua National Liberation Army (TPNPB), for example words such as the Armed Criminal Group (KKB), the Security Disruption Movement (GPK), Armed Civil Society Groups (KSB) and others. others do not need to be published by journalists who are truly journalists, because we have confessed and are responsible for all guerrilla actions which we have and are doing are aimed only at Full Free Papua from the hands of the Colonial Government of the Republic of Indonesia;

People in West Papua from colonialism by the Colonial Government of the
Republic of Indonesia;
14. That, we ask the Papuan People and the People's Media (KNPB) and all Free Papua Fighters who fight in Papua and Abroad to remain united and carry out the struggle to obtain DIVERSITY.

Dengan hormat,
Berdasarkan topik tersebut di atas, maka kami sayap militer
Tentara Pembebasan Nasional Papua Barat-Komando Nasional, Organisasi Papua
Merdeka secara resmi dari Markas Pusat mengeluarkan “Surat Terbuka dan
Pernyataan Resmi” ini guna dapat menjadi perhatian oleh semua pihak.
Sura Terbuka ini merupakan Sikap Penolakan Bangsa Papua atas
Aneksasi Papua kedalam NKRI berdasarkan Makhlumat TRIKORA 19 Desember 1961,
dimana Presiden pertama Republik Indonesian Ir. Soekarno pernah umumkan di
Alun-Alun Utara Kota Jogyakarta, Indonesia.
Dalam hal ini, kami Tentara Pembebasan Nasional Papua Barat
(TPNPB)-Organisasi Papua Merdeka (OPM) memberitahukan
kepada publik secara global bahwa “Kami adalah Pejuang kemerdekaan yang telah
dan sedang berjuang untuk Hak-Hak Asasi Rakyat Melanesia di Papua Barat, dan
Hak ini termasuk Hak Politik Rakyat
Papua untuk menentukan nasib sendiri.
Oleh karena itu perlu diketahuinya
bahwa “kami bukan Teroris, Kelompok Kriminal Bersenjata (KKB) dan stigma lain
yang Pemerintah Republik Indonesia Stigmakan kepada Tentara Pembebasan Nasional
Papua Barat (TPNPB) selama ini, melainkan kami adalah West Papua Freedom
Fighters yang mana telah dan sedang berjuang
dengan tujuan untuk bebaskan Tanah Adat kami dan juga bebaskan Rakyat
Melanesia di Papua Barat dari tangan
Penindasan dan Penjajahan oleh Pemerintah Kolonial Republik Indonesia.
Dengan dasar arkumen kami yang mendasar ini, maka Tentara Pembebasan
Nasional Papua Barat mengeluarkan pernyataan resmi yang ditunjukan kepada Empatbelas
alamat yang mana kami telah cantumkan pada halaman pertama di atas.
Tujuan utama pernyataan Resmi ini adalah agar kiranya dapat
diperhatikan oleh semua pihak sesuai penunjukan dan dapat dilaksanakannya
dengan segera, guna selamatkan Rakyat Melanesia di Papua Barat dari kepunahan
(Genocide) oleh Aparat Keamanan Pemerintah Kolonial Republik Indonesia.

dapat ikuti bagian bawah dari halaman ini, sesuai alamat dari nomor satu sampai
dengan nomor Empatbelas.
PERNYATAAN RESMI TENTARA
PEMBEBASAN NASIONAL PAPUA BARAT (TPNPB) PER 19 Desember 2018
1.
Bahwa,
mendesak dan meminta kepada Sekjen PBB Tuan Antonio Guterres agar segera
mengakui kesalahan PBB dalam hal penyerahan Administrasi Pemerintahan Papua
Barat (West New Guinea Netherland) dari tangan Pemerintah Belanda kepada
Pemerintah Republik Indonesia dari sejak tanggal 1 Mei 1963 secara paksa, dan
juga kesalahan dalam pelaksanaan PEPERA 1969 yang Pemerintah Indonesia pernah
laksanakan, dan dalam pelaksanaannya tidak demokratis serta cacat secara hukum
dan moral, dan juga dimana peran PBB
tidak berfungsi sama sekali pada waktu itu. Yang akibatnya korbankan hak orang
Asli Papua untuk Merdeka sendiri sebagai bangsa yang berdaulat. Dengan dasar argumen
yang rasional ini, maka kami Tentara Pembebasan Nasional Papua Barat meminta
kepada Sekjen PBB dan semua Negara anggota PBB agar segera mengambil langkah
dan tindakan positif guna mendukung Perjuangan Rakyat Melanesia di Papua Barat
untuk menentukan nasib sendiri;

Bahwa, kami minta kepada Ketua Dewan HAM
PBB agar mendesak Presiden Majelis Umum
PBB untuk segera melakukan Sidang Istimewa guna mengeluarkan Resolusi untuk
misi pengiriman Pasukan Perdamaian PBB di Papua, demi mengambil alih keamanan
di Papua.

Bahwa, kami Minta kepada Presiden Dewan Keamanan PBB di New
York Amerika Serikat, agar segera mengatur langkah untuk membicarakan
Pengiriman Pasukan Perdamaian PBB ke Papua, karena Operasi milier yang
Pemerintah Kolonial Republik Indonesia lakukan di Papua Barat adalah brutal dan
mengorbankan masyarakat Civil. Dalam hal ini yang paling nyata adalah di
Kabupaten Nduga Papua, dari sejak tanggal 4 sampai hari ini operasi Militer
Indonesia masih berjan terus.

Bahwa, kami Minta kepada Ketua C24
De-Kolonisasi PBB (Tuan Walton
Alfonso Webson) agar
tidak boleh alergi dengan Hak Penentuan Nasib Sendiri bagi Rakyat Melanesia di
Papua Barat, namun demi perikemanusiaan dan perikeadilan harus dan wajib
daftarkan Papua Barat kembali dalam dafatar Wilayah Dekolonisasi PBB;

Bahwa, meminta kepada Presiden Amerika
Serikat (Tuan Donald Trum) agar segera mengakui kesalahan para Tokoh
pendahulunya, yang mana telah menekan PBB dan Pemerintah Belanda untuk serahkan
Administrasi Pemerintahan West Netherland New Guinea kepada Pemerintah
Indonesia tanpa mempertimbangkan Hak Rakyat Melanesia di Papua Barat untuk
merdeka sendiri, seperti bangsa-bangsa lain dimuka bumi. Kita ketahui bahwa hal
ini Pemerintah Amerika Serikat telah lakukan, karena Amerika mempunyai kepentingan
dalam misi rahasia untuk menguasai Sumber Mineral Emas di Tembapura West Papua,
yang mana telah jelas bahwa Tambang Emas Freeport milik Amerika ini telah
dibuka di Tembagapura West Papua pada tahun 1967, sebelum Papua Barat menjadi sah bagian dari
Indonesia. Oleh karena itu, kami minta kepada Presiden Amerika Serikat ( Tuan Donald
Trum) agar segera mendukung Hak Penentuan Nasib Sendiri yang telah dan sedang
diperjuangkan oleh Rakyat Melanesia di Papua Barat;

Bahwa, meminta kepada Perdana Menteri
Belanda dan Kabinet Pemerintahannya agar segera mengakui kesalahan para Tokoh
pendahulunya dalam hal aneksasi Papua Barat kedalam Wilayah Negara Kesatuan
Republik Indonesia, dan dengan segera
pula mengambil tindakan positif untuk
mendukung Hak Penentuan Nasib Sendiri bagi Rakyat Melanesia di Papua Barat;

Bahwa, meminta kepada Presiden Republik
Indonesia (Tuan Yoko Widodo) agar segera mengakui kesalahan Tokoh pendahulunya
yang mana telah aneksasi Papua Barat melalui invasi Militer berdasarkan TRIKORA
19 Desember 1961 dan telah dilaksanakan dari sejak 1 Mei 1963, dan kemudian
dengan segera pula mendukung Hak Penentuan Nasib Sendiri bagi Rakyat Melanesia
di Papua Barat demi menciptakan perdamain dunia berdasarkan Alinea pertama UUD
Negara Republik Indonesia Tahun 1945;
8.
Bahwa, kami minta kepada Tuan-Tuan dan Nyonya-Nyonya Pemimpin
Negara-Negara Melanesia dan Pemerintah Negara-Negara Pasifik pada umumnya, agar
demi persatuan regional Melanesia dan Pasifik, maka kami harap bahwa tidak terhasud oleh
provokasi Pemerintah Kolonial Republik Indonesia. Dalam hal ini, kami minta
dengan hormat bahwa silakan kerja sama dengan Indonesia tetapi tidak
lupakan Hak Penentuan Nasib Sendiri bagi
Rakyat Melanesia di Papua Barat;
9.
Bahwa, kami
meminta kepada Pemimpin Negara-Negara Afrika, Karibia dan Pasifik (ACP) agar tidak
terpengaruh dengan tipu muslihat dan provokasi oleh Pemerintah Kolonial
Republik Indonesia. Dalam hal ini Pemerintah Negara-Negara ACP boleh kerja sama
dengan Indonesia dalam hubungan bilateral, namun jangan lupakan Hak Penentuan
Nasib Sendiri bagi Rakyat Melanesia di Papua Barat yang merupakan Rumpun
Negroid;
10. Bahwa, kami
minta kepada semua Orang Asli Papua yang tinggal di seluruh dunia yang terutama
kepada diplomat TPNPB-OPM agar segera melakukan
diplomasi-diplomasi active, guna terciptanya misi Perundingan segi tiga antara
TPNPB-OPM dan Pemerintah Colonial Republik Indonesia.
11. Bahwa, kami
minta kepada semua orang yang mendukung Papua Merdeka di seluruh dunia agar
tetap mendukung Perjuangan Rakyat Melanesia di Papua Barat untuk Hak Menentukan
Nasib Sendiri, dan tidak terpengaruh oleh aksi provokasi Pemerintah Kolonial Republik
Indonesia;
12. Bahwa,
kami minta kepada semua jurnalis Nasional Indonesia baik Media-Media Nasional
dan local agar melakukan pewartaan yang benar dan berimbang dan perlu
menghindari propaganda yang berlebihan
yang kurang beretika oleh penguasa sebagai Penjajah baru di Tanah Adat Bangsa
Papua. Dalam hal ini termasuk Stigma-Stigma yang Aparat Keamanan Indonesia
lontarkan kepada Tentara Pembebasan Nasional Papua Barat (TPNPB), misalnya
kata-kata seperti Kelompok Kriminal Bersenjata (KKB), Gerakan Pengacau Keamanan
(GPK), Kelompok Sipil Bersenjata (KSB) dan lain-lainl tidak perlu
dipublikasikan oleh wartawan yang benar-benar wartawan, karena kami telah
mengaku dan bertanggungjawab atas semua aksi gerilya yang mana telah dan sedang
kami lakukan adalah bertujuan hanya untuk Papua Merdeka Penuh dari tangan Pemerintah
Kolonial Republik Indonesia;
13. Bahwa,
kami minta kepada semua Jurnalis Internasional dari semua media, baik
elektronik maupun media cetak agar turut membantu publikasikan Perjuangan yang telah
dan sedang lakukan oleh Tentara Pembebasan Nasional Papua Barat, karena
Perjuangan kami adalah untuk kemanusiaan dan bebaskan Rakyat Melanesia di Papua
Barat dari tangan Pemerintah Kolonial Republik Indonesia;
14. Bahwa, kami
minta kepada Rakyat Papua dan Media Rakyat (KNPB) serta semua Pejuang Papua
Merdeka yang berjuang di Papua dan di Luar Negeri agar tetap bersatu dan
lakukan perjuangan guna memperoleh KERDEKAAN.
Demikian Surat Terbuka dan Pernyataan Resmi Tentara
Pembebasan Nasinal Papua Barat ini dibuat dan dikeluarkan, guna dapat menjadi
perhatian oleh semua pihak. Dan Tentara Pembebasan Nasional Papua Barat
bertanggungjawab atas surat Terbuka dan Pernyataan ini.
