The Statement by TPNPB-OPM on Boycott of the 2019 General Electon of Indonesian

In this case the West Papua National Liberation Army (TPNPB-OPM) officially from the Central Headquarters issued a statement that the Colonial Government of the Republic of Indonesia Election in 2019 must be Boycot, because in principle that the TPNPB-OPM never recognized the existence of the Colonial Government of the Republic of Indonesia in Papuans Customary Lands.

And it should be known by all parties that from the date of 1th July 1971 the TPNPB-OPM has rejected the illegal occupation of the Colonial Government of the Republic of Indonesia in the Indigenous People lands of Papua.

This rejection was carried out by conducting a unilateral Proclamation, which announced the Provisional Constitution of the Republic of West Papua by OPM leaders at that time.

The other leaders of the proclamators have pased, and others are still alive. The main figure is the late Seth Jafet Rumkorem, Jacob H Prai still living in the State of Sweden and all the Figures we did not mention their names here.

On this basis, the TPNPB-OPM has never been involved in the democratic feast of the Colonial Government of the Republic of Indonesia from 1971 until now, and its very clear.

And remember that the indigenous people of Papuans who participated in the Indonesian ELECTIONs were those who became CiVil Servants as Colonial agents as well as prospective Papuan indigenous legislators who were ambitious to occupy positions in the Parliament of the Republic of Indonesia throughout the Lands of Papuans, including Papuans Representatives in Jakarta.

And this is a fact in the history of the life of the people of Papua for last 54^th years under occupation by the Colonial Government of the Republic of Indonesia.

And the People who participated in the Election were only because they were crushed by agents of the Colonial Government of the Republic of Indonesia. 

This means that the people of indigenous Papuans are have forced toparticipate in the Indonesian General Election, because basically they are lay people.

Thus the attitude and position of the TPNPB-OPM is clear, which means that it does not compromise with all the Colonial Government Programs of the Republic of Indonesia including the ELECTIONs every five years.

Why? Because the facts prove that the General Election of the Colonial Government of the Republic of Indonesia does not benefit Papuan Indigenous People, and the People will suffer even more.

We can see another fact that all regents and governors of the colonial government of the Republic of Indonesia in Papua are powerless, because the authorities through their military pressured them.

With this pressure, Papua Governor Lukas Enembe and Regents in Papua were unable to help the people who had fled to Wamena from Nduga due to the Military Operations that had been and were being carried out by the Indonesian Military and Police in the indigenous Nduga tribal lands, of Papua.

This is clear evidence, therefore we appeal to the Indigenous people of Papuas not to participate in the 2019 Indonesian Election.

With this consideration, the National Command of TPNPB-OPM Management from the Central Headquarters on March 25^th, 2019 issued a statement that,

1. REJECTING ILLEGAl Occupation of the Colonial Government of the Republic of Indonesia in the Lands of Papuas and calling for the Boycott of the general Elections to be carried out by all Papuan Natives;
2. It is appealed to the National Command of TPNPB Leaders and Soldiers in each Defense Regional Command (KODAP) that they are ready to take action on the 2019 Indonesian general ELECTION Boycott by means of the TPNPB Military Principle. In this case, it is addressed to Defenses Regional Command (KODAP-KODAP) who are ready by the Military equipments, but for the Defense Regions Command (KODAP-KODAP ) who are not ready for Military may adjust;
3. And it is conveyed to the People of the indigenous Papuans that if you all join the Indonesian Election, then you still love the Colonial State and the Oppressors of the Republic of Indonesia. But if you want Papua to be free, then you must be brave and do not need to join the Indonesian general Election. Participation is enough, now is the time to take a stand rejecting occupation on our ancestral lands. And your attitude will determine the independence of the Papuan nation, to be free from colonialism by the brutal colonial government of the Republic of Indonesia;
4. Appeals to Indigenous Papuans who work as Colonial Government Agents of the Republic of Indonesia not to force the People to take part in the 2019 Indonesian General Election, as you have done before;
5. With this attitude of rejecting the illegal occupation of the Colonial Government of the Republic of Indonesia on our Ancestral Lands and the Boycott of the Republic of Indonesia National Election of 2019, the aim of the Papuans people was clear, namely only demanding the Self Determination.

Thus, the statement of the National Command of TPNPB-OPM. And this statement can be issued to be a concern by all parties and can be implemented. Thank you for your attention.

Pernyataan KOMNAS TPNPB Atas Boikot Pemilihan Umum Pemerintah Kolonial Republik  Indonesia 2019

Dalam hal ini Tentara Pembebasan Nasional Papua Barat (TPNPB-OPM) secara resmi dari Markas Pusat mengeluarkan pernyataan bahwa Pemilihan Umum Pemeritah Kolonial Republik Indonesia tahun 2019 harus BOIKOT, karena pada prinsipnya bahwa TPNPB-OPM tidak pernah mengakui keberadaan Pemerintah Kolonial Republik Indonesia di Papua. 

Dan perlu diketahui oleh semua pihak bahwa dari sejak tanggal 1 Juli 1971 TPNPB-OPM telah menolak pendudukan illegal Pemerintah Kolonial Republik Indonesia di Tanah Adat Orang Asli Papua. 

Penolakan ini telah dilakukan dengan cara malakukan Proklamasi sepihak, yang mana telah mengumumkan Konstitusi Sementara Negara Republik Papua Barat oleh Tokoh-Tokoh OPM pada waktu itu. 

Para Tokoh proklamator ini yang lain telah meninggal dunia, dan yang lain masih hidup. Tokoh utama adalah Almarhum Seth Jafet Rumkorem, Jacob H Prai masih bermukim di Negara Swedia dan semua Tokoh yang kami tidak sebutkan nama-nama mereka disini. 

Dengan Dasar ini, maka TPNPB-OPM tidak pernah terlibat dalam pesta demokrasi Pemerintah Kolonial Republik Indonesia dari sejak tahun 1971 hingga kini. 

Dan ingat bahwa Orang Papua Asli yang ikut PEMILU Indonesia adalah mereka yang menjadi Pegawai Negeri CiVil sebagai agent Kolonial dan juga para calon-calon anggota legislative orang asli Papua yang berambisi untuk menduduki jabatan di Parlemen-Parlemen Dareah di Seluruh Tanah Papua, termasuk Anggota Dewan Perwakilan Papua di Jakarta. 

Dan hal ini adalah Fakta dalam sejajarah hidup bangsa Papua selama 54 Tahun dibawah penjajahan oleh Pemerintah Kolonoal republik Indonesia.  

Dan Rakyat yang ikut Pemilu adalah hanya karena terhasud oleh agen-agen Pemerintah Kolonial Republik Indonesia. Artinya bahwa Rakyat orang asli Papua dipaksakan untuk harus ikut PEMILU Indonesia, karena pada dasarnya mereka adalah orang awam. 

Dengan demikian maka Sikap dan posisi TPNPB-OPM telah jelas, yang artinya  bahwa tidak kompromi dengan semua Program Pemerintah Kolonial Republik Indonesia termasuk PEMILU setiap lima tahun. 

Mengapa? Karena fakta membuktikan bahwa Pemiliahn Umum Pemerintah Kolonial Republik Indonesia tidak menguntungkan Orang Asli Papua, dan Rakyat akan semakin menderita. 

Kami bisa lihat fakta lainnya adalah bahwa Semua Bupati dan Gubernur agent Pemerintah Kolonial Republik Indonesia di Papua tidak berdaya, karena Penguasa melalui militernya menekan mereka. 

Dengan tekanan ini, maka Gubernur Papua Lukas Enembe dan Bupati-Bupati di Papua tidak mampu membelah Rakyatnya yang telah mengungsi ke Wamena dari Nduga akibat Operasi Militer yang telah dan sedang dilakukan oleh Militer dan Polisi Indonesia di wilayah tanah adat suku Nduga, Papua. 

Hal ini adalah bukti Nyata, karena itu kami menghimbau kepada Rakyat orang Asli Papua untuk tidak ikut serta dalam Pemilu Indonesia 2019. 

Dengan pertimbangan ini, maka Manajemen KOMNAS TPNPB dari Markas Pusat pada hari ini tanggal 25 Maret 2019 mengeluarkan Pernyataan Sikap bahwa,

1.      MENOLAK Pendudukan ILLEGAl Pemerintah Kolonial Republik Indonesia di Tanah Papua dan menyerukan bahwa Boikot Pemilu Harus dilakukan oleh semua Orang Asli Papua;

2.     Dihimbau kepada Pimpinan dan Prajurit KOMNAS TPNPB di setiap KODAP bahwa siap melakukan aksi Boikot PEMILU Indonesia  2019 dengan cara Prinsip Militer TPNPB. Dalam hal ini yang ditunujukan kepada KODAP-KODAP yang sudah siap secara Militer, tetapi bagi KODAP-KODAP yang belum siap secara Militer boleh sesuaikan;

3.     Dan disampaikan kepada Rakyat Orang Asli Papua bahwa jika anda sekalian ikut Pemilu Indonesia, maka anda masih mencintai Negara Kolonial dan Penindas Republik Indonesia. Tetapi kalau ingin Papua merdeka cepat, maka anda harus berani dan tidak perlu ikut Pemilu Indonesia. Ikut-ikutan sudah cukup, sekarang waktunya untuk mengambil sikap menolak Penjajahan di atas Tanah Leluhur kami. Dan Sikap Anda akan menentukan Kemerdekaan Bangsa Papua, untuk bebas dari Penjajahan oleh Pemerintah Kolonial Republik Indnesia yang brutal ini;

4.     Menghimbau kepada Orang Asli Papua yang bekerja sebagai Agen-agen Pemrintah Kolonial Republik Indonesia untuk tidak memaksa Rakyat ikut Pemilu Indonesia 2019, seperti anda sekalian telah lakukan sebelumnya;

5.     Dengan sikap menolak pendudukan illegal Pemerintah Kolonial Republik Indonesia di atas Tanah Leluhur kami ini dan Boikot Pemilihan Umum Negara Kolonial Republik Indonesia tahun 2019 maka tujuan bangsa Papua sudah jelas, yaitu hanya menuntut Hak politik Penentuan Nasib Sendiri (Self Determination). 

Demikian, pernyataan KOMNAS TPNPB. Dan pernyataan ini dapat dikeluarkan guna menjadi perhatian oleh semua pihak dan dapat dilaksanakannya. Terima kasih atas perhatian anda.
