Nduga's Latest Report by TPNPB Courier on December 20^th, 2018

New Evident Documents on Indonesian Joined Security Forces Military Opertions in Nduga Regency, West Papua. 

On this day, December 21th, 2018, the TPNPB in National Command Headquarters issued a Press Release for violations of Human Rights (HAM) which have been and are being carried out by the Indonesian Military and Police Members in Mbua, Yigi, Ndal and surrounding areas from December 4^th, 2018 to now.

In this case, the TPNPB courier that we haved sent to Mbua to collect the data or conduct an investigation just arrived this morning on December 20^th, 2018 in Wamena. And from Wamena, TPNPB couriers updated all complete and responsible reports. This report is the result of our own investigation by TPNPB Courier, and not through other people.

In this report, the TPNPB Courier stated that the Indonesian Military and Police had and were committing human rights violations in Mbua District, Yigi District, Mbulmu Yalma Distritc, Ndal  District and surrounding areas to this day.

The human rights violations referred to were the shooting of civilians, the burning of people's houses and the destruction of the District Office, and also the robbery of community livestock in the district which was controlled by the Indonesian Military and Police Forces. To prove it, please follow the photos that we attached in this report.

As a result of this military operation, indigenous people in the area (districts) mentioned above have fled to the Forest. In a report from the TPNPB courier, the community was very frightened by the large military presence of the Indonesian military, which carried out arbitrary acts.

In the TPNPB Courier report, he also mentioned that he had followed and covered all the sadness of the Nduga Community in Yigi and its surroundings, including taking photos of  Indonesian Military and Police crime facts against civil society in Nduga, and also the names of victims complete with their addresses.

We also need to convey to the public globally that TPNPB has a pretty good intelligence system in terms of work on investigating on human rights violations by the Military and Police in Papua, rather than human rights NGOs living in the city and gathering data from the hands of third people.

In this case the National Command  of TPNPB once proved, where TPNPB documents had been broadcast throughout the world about Torture in Tingginambut Puncak Jaya Papua, which was first published by the AHRC  (Asian Human Rights Commission Office in Hong-Kong, in 2010.

On this basis, TPNPB always works hard for investigations of  Human Rights Violations that have been and are being carried out by members of  the Indonesian Miltary and Police throughout the Land of Papua.

And this report is the result of  a TPNPB courier investigation, which is the same as the previous year's work. Trust our report, and tell the world that there are human rights violations that have been and are being carried out by the Indonesian military and police in Papua.

He was shot by members of the  Indonesian Military and Police during the sweeping operation using a snaiper, from a distance when the deceased worked his garden in his garden.

Origin of Village: Dal Village, Mbulmuyalma District, Nduga Regency
Perpetrators Who Shoot: ………………………………………………
Date of  Occurrence: Died December 5^th, 2018.

Case Information:
He died because when he was raided by the Indonesian Military and Police  he had deceased and critically ill, and all the families fled to the forest for fear of brutal Military and Police actions.

The photo above is one of the facts where civil society also feared the operation of sweeping carried out by the Indonesian Military and Police and then they were forced to leave the village and go to flee to the forest.

This photo on the right is an airstrike operationby Indonesian Military and Police using Hellicopters.

Subsequently the TPNPB Courier reported that Indonesian security forces had also occupied the Dal District Office of  Nduga Regency, as well as people's houses and they brutally destroyed all goods or property belonging to the community around the Dal District. And the number of them or members of the Indonesian Military  and Police is around 500 personnel.

The two photos above are evidence that members of the Indonesian Military and Police brutally destroyed all the belongings which were the property of civil society in Dal Distric, Nduga Regency, Papua.

At the end of this report, the TPNPB courier gave a statement that all of the indigenous Papuan human rights violations in Mbua, Dal, Mbulmuyalma, and surrounding areas I myself witnessed. And all the people panicked and frightened, which consequently they fled to the Forest.

TPNPB courier  added that this was an eyewitness myself, and I made sure that the Yigi District had no community there, the village was empty because of the massive sweeping and operations by the Indonesian troops there.

TPNPB couriers also reported that community houses were burnt down by members of the TNI / POLRI. As a result the community evacuated heavily.

There were people who fled to Balingga, Kwiyawage, Lani Jaya and Puncak Jaya to seek protection and safety. The TPNPB courier added that, in Yigi District there were no people, all were empty, there were only Indonesian soldiers and Police member officers.

We convey to all parties that the fact that the report from the place of military operation by the Indonesian Military and Police is a violation of human rights against indigenous Papuans by the State. And this is an act of State crime against indigenous Papuans.

Therefore, we call for and require that international human rights organizations should and must take action to send an international investigation team. We do not expect all human rights institutions in Indonesia, because they will be intimidated by members of the Indonesian Military and Polices or even the Indonesian State Leaders themselves will pressure human rights workers in Indonesia.

This report was launched by the National Command of  TPNPB Headquarters based on the TPNPB Courier Report. And this report is directly by the TPNPB Courier continued to the TPNPB Spokesman Mr. Sebby Sambom on Thursday, December 20, 2018. After that TPNPB spokesman Mr. Sebby Sambom wrote in a simple language, in order to be able to be studied and become a concern by all parties.

Conclusion,
That Indonesian Military and Police officials say there are no military operations, nor do they shoot civilians. However, from our report, it shows that the Chief of the Military and Police are have been lying to the public;

That Military Operations by the  Members of  Indonesian Military and the Police at the behest of the Indonesian President Mr. Joko Widodo have been and are being carried out by the Indonesian Military and Police in the entire territory of Nduga Regency;

Urgent TPNPB messages to all people who care about Humanity in the whole world:

That therefore, everyone must dare to campaign that Indonesian President Joko Widodo must be dragged to the International Human Rights Court. Why? Because on his orders, members of the Indonesian Military and Police were carrying out military operations, and this violated of Human rights. Civil society throughout the Nduga Regency. And similar things will happen in other regions, in all West Papua territories.

That we ask to Indonesian people and  to the international community to urge your government to intervene the United Nations Organizations must immediately enter Papua, especially in Nduga Papua.

Why? Because the Indonesian Army and Police forces carried out a military operation which was blinded in the District of Nduga, this also included large numbers of Indonesian Military and Police Forces in all districts, namely from Keneyam Capital City of Nduga Regency to Mbua.

Urging the Indonesian Military and Police to withdraw from the Nduga area, because they do not pursue TPNPB forces but torturing, shooting and destroying the people's property. They are very Brutal there.

Pada hari ini tanggal 21 Desember 2018, Markas Pusat TPNPB Komando Nasional mengeluarkan Siaran Perss atas pelanggaran Hak Asasi Manusi (HAM) yang telah dan sedang lakukan oleh Anggota TNI dan POLRI di Daerah Mbua, Yigi, Ndal dan sekitarnya dari sejak tanggal 4 Desember 2018 hingga kini.

Dalam hal ini, kurir TPNPB yang kami kirim ke Mbua untuk mengumpulkan data atau melakukan investigasi baru saja tiba pagi ini tanggal 20 Desember 2018 di Wamena. Dan dari Wamena, kurir TPNPB updated semua laporan yang lengkap dan bertanggung jawab. Laporan ini adalah hasil investigasi sendiri oleh Kurir TPNPB, dan tidak melalui orang lain. 

Dalam laporan ini, Kurir TPNPB menyebutkan bahwa TNI/POLRI telah dan sedang melakukan pelanggaran HAM di Mbua, Yigi, Mbulmu Yalma, Ndal dan sekitarnya sampai hari ini. 

Pelanggaran HAM yang dimaksud adalah Penembakan terhadap warga civil, Pembakaran Rumah-Rumah msayarakat dan juga pengrusakan Kantor DIstrik, perampokan ternak masyarakat di Wilayah distrik yang  di kuasai oleh Pasukan Militer dan Polisi Indomesia. Untuk membuktikannya silakan ikuti photos yang kami lampirkan dalam laporan ini. 

Akibat dari operasi militer ini, rakyat asli di wilayah  (distrik-distrik) yang kmai sebutkan di atas telah mengungsi ke Hutan. Dalam laporan kurir TPNPB menyebutkan bahwa masyarakat sangat ketakutan akibat kehadiran militer Indonesia dalam jumlah besar, yang mana melakukan tindakan sewenang-wenang.

Dalam laporan Kurir TPNPB juga menyebutkan bahwa dia telah mengikuti dan meliput semua kesedihan Masyarakat Nduga di Yigi dan sekitarnya, termasuk mengambil photos sebagai Fakta kejahatan TNI/POLRI terhadap masyarakat civil di Nduga, dan Juga nama-nama korban  lengkap dengan alamat mereka. 

Kami juga perlu sampaikan kepada public secara global bahwa TPNPB mempunyai system  intelejen yang cukup bagus dalam hal kerja tentang investigasi pelanggaran HAM oleh TNI/POLRI di Papua, dari pada LSM HAM yang tinggal saja di kota dan kumpul-kumpul data dari tangan orang ketiga. 

Dalam hal ini TPNPB Komando Nasional pernah buktikan, dimana documents TPNPB pernah disiarkan di seluruh dunia tentang Penyiksaan di Tingginambut Puncak Jaya, yang mana pertama kali telah dipublikasikan oleh Kantor AHRC di Hong-Kong. 

Dengan dasar ini, maka TPNPB selalu kerja keras untuk investigasi Pelanggaran HAM yang telah dan sedang dilakukan oleh anggota TNI dan Polisi di seluruh Tanah Papua.

Dia meninggal karena saat Penyisiran oleh TNI/POLRI beliau Almarhum dalam keadan sakit dan kritis, dan keluarga semua mengungsi ke hutan karena takut TNI/POLRI yang brutal.

Selanjutnya Kurir TPNPB melaporkan bahwa pasukan keamanan Indonesia  juga telah menempati Kantor Distrik Dal Kabupaten Nduga, juga rumah-rumah msayarakat dan dengan brutal mereka menghancurkan semua barang-barang atau harta kekayaan milik masyarakat di sekitar Distrik Dal. Dan jumlah mereka atau anggota TNI/POLRI yang tinggal sekitar 500 Personil.

Dua photo di atas ini merupakan bukti dimana anggota TNI/POLRI dengan Brutal hancurkan semua barang-barang yang merupakan kekayaan masyarakat civil di Sal, Kabupaten Nduga.

Di akhir laporan ini, kurir TPNPB memberikan keterangan bahwa semua pelanggaran HAM orang Asli Papua di Distrik Mbua, Dal, Mbulmuyalma, dan sekitarnya ini saya sendiri yang menyaksikannya. Dan Semua masyarakat panik serta ketakutan, yang akibatnya mereka mengungsi ke Hutan.

Kuri TPNPB menambahkan bahwa hal ini saya sendiri saksi mata, dan saya pastikan bahwa Distrik Yigi tidak ada masyarakat disana, kampung kosong karena aparat penyisiran besar-besaran disana.

Kurir TPNPB juga melaporkan bahwa Rumah-Rumah masyarakat di bakar habis oleh anggota TNI/POLRI. Akibatnya masyarakat mengungsi besar-besaran. Ada masyarakat yang lari dan mengungsi ke Balingga, Kwiyawage, Lani Jaya dan Puncak Jaya demi mencari perlindungan dan keselamatan. Kurir TPNPB menambahkan bahwa, untuk di Distrik Yigi tidak ada masyarakat, semua kosong, yang ada aparat TNI/POLRI.

Kami sampaikan kepada semua pihak bahwa Fakta laporan dari tempat operasi militer oleh TNI/POLRI ini merupakan Pelanggaran HAM terhadap orang Asli Papua oleh Negara. Dan hal ini merupakan tindakan kejahatan Negara terhadap orang asli Papua.

Oleh karena itu, kami menyerukan bahwa dan mendesdak Badan-badan Oragnisasi HAM Internasional harus dan wajib ambil tindakan guna mengirim tim investigasi Internasional. Kami tidak harapkan kepada semua lembaga HAM di Indonesia, karena nereka akan di intimidasi oleh Anggota TNI/POLRI atau pun oleh Pemimpin Negara Indonesia sendiri akan tekan pekerja HAM di Indonesia.

Laporan ini di luncurkan oleh Markas Pusat TPNPB Komando Nasional berdasarkan Laporan Kurir TPNPB. Dan laporan ini adalah langsung oleh Kurir TPNPB dilanjutkan kepada Jubir TPNPB Tuan Sebby Sambom pada hari Kamis tanggal 20 Desember 2018

Setelah itu Jubir TPNPB Tuan Sebby Sambom menulis dengan bahasa yang sederhana, guna dapat dipelajari dan menjadi perhatian oleh semua pihak.

Kesimpulan,

Bahwa Para petinggi Militer dan Polisi Indonesia katakana tidak ada operasi militer, dan juga tidak tembak masyarakat civil. Namu dari laporan kami ini menunjukan bahwa Petinggi TNI dan POLRI telah dan sedang membohongi public;

Bahwa Operasi Militer oleh Pemerintah  Anggota TNI/POLRI atas perintah Presiden Indonesia Tuan Joko Widodo telah dan sedang dilakukan oleh Militer dan Polisi Indonesia di Seluruh wilayah Kabupaten Nduga;

Pesan Mendesak TPNPB kepada semua orang yang peduli terhadap Kemanusiaan di seluruh dunia:

Bahwa oleh karena itu, semua orang harus berani kampanyekan bahwa Presiden Indonesia Joko Widodo harus seret ke Pengadilan HAM Internasional. Mengapa? Karena atas perintahnya, anggota TNI/POLRI sedang lakukan Operasih militer, dan hal ini melanggar Hak Hudup Masyarakat civil di seluruh wilayah Kabupaten Nduga. Dan hal serupa akan terjadi di daerah lain, di seluruh teritori West Papua. 

Bahwa kami minta kepada Masyarakat Indonesia dan Masyarakat Innternasional agar desak Pemerintahan anda untuk Intervensi Badan-Badan Organissi PBB harus segera masuk di Papua, terutama di Kabupaten Nduga Papua.

Mengapa? Karena Pasukan Militer dan Polisi Indonesua melakukan operasi militer yang mebabi buta di Wilayah Kabupatena Nduga, hal ini termasuk pendropan Pasukan Militer dan Polisi Indonesia dalam jumlah besar di semua distrik, yaitu dari Keneyam Ibu Kota Kabupaten Nduga sampai di Mbua. 

Mendesak TNI/POLRI tarik dari Wilayah Nduga, karena mereka bukannya kejari Pasukan TPNPB namun menyiksa, menembak dan menyarah harta benda Masyarakat. Mereka sangat Brutal. 

Demikian, laporan ini sesua fakta dan kondisi lapangan di Wilayah yang kami sebutkan di atas. Dan TPNPB bertanggung jawab atas laporan ini, dan juga akan diverifikasi sewaktu-waktu sesuai investigasi keseluruhan.  Terima kasih atas perhatian dan kerja sama yang baik.
