Press Release on August 13th,
2019
On this day, August 13th
2019 the Management of the National Command of TPNPB-OPM Headquarters issued a
press release officially on the attitude of the TPNPB-OPM Commander in Chief
Gen. Goliath Tabuni and all Officers and Commander of the Defense Region
Commands of TPNPB-OPM throughout Papua, which on August 1st 2019 officially
rejected the results of the Extraordinary Congress which formed a
counter-military namely the West Papua Army by TRWP/ULMWP in May 2019 at Yako
Village, Sandaun province, Vanimo PNG.
This attitude and statement of
rejection has been issued officially by the Commander in Chief of the TPNPB-OPM
Gen. Goliath Tabuni and all TPNPB-OPM leaders on August 1st 2019 from Ilaga, Puncak
Papua Regency, and the Management of the National Command of TPNPB-OPM
Headquarters have received these statement documents on August 2st 2019.
This statement is in the form of
a video and written statement, and a photo attachment when issuing the
statement.
Statement of the Commander in
Chief of TPNPB-OPM Gen. Goliath Tabuni and all of the TPNPB-OPM leaders the
management of the National Command Headquarters of the TPNPB-OPM has just
released a press release, because it concerns the security system for the
National Command of TPNPB-OPM Work Team and Couriers.
In this case before we follow the
official statement, we need to explain about the background of the birth of
this statement.
To be known by all parties that,
we need to explain the official statement of the TPNPB-OPM that was issued
based on the reconciliation or reunification of the TPNPB-OPM leadership in the
Central Highlands of Papua, which was carried out on August 1th 2019 at Ilaga Village, Puncak
Papua Regency, West Papua.
And why has the unity or
Reunification of TPNPB-OPM leadership been carried out at ILAGA on August 1st,
2019?
This has been done because for
the last 4th years or so the Commander in Chief of the TPNPB-OPM
Gen. Goliath Tabuni has been instigated or provoked by irresponsible persons,
where these provocateurs with grandiose promises have upset Gen. Goliath
Tabuni.
But after 4th years,
it turns out that the promises were empty promises, leaving Gen. Goliath Tabuni
felt he had been deceived and regretted that he intended to reunite with all
the leaders of the National Command of TPNPB-OPM Headquarters.
As a result of the provocation by
these irresponsible elements, so for 4th years Gen. Goliath Tabuni
does not collaborate with all TPNPB-OPM leaders in the Central Mountains of
Papua or throughout the Land of Papua, and also with the management of the
Headquarters which is the center of media control and military diplomacy of the
National Command of TPNPB-OPM.
And finally on Thursday, August 1st,
2019 Gen. Goliath Tabuni and all TPNPB-OPM leaders have succeeded in
reunification, after last 4th years of no cooperation, and after
that on the same day the National Command of TPNPB-OPM Headquarters is under the
Gen. Leadership. Goliath Tabuni officially issued a firm statement rejecting
the ULMWP claimed on the outcome of the ULMWP Extraordinary Congress in Vanimo, PNG in May 2019.

Based on the statement of the
Commander in Chief of TPNPB-OPM Gen. Goliath Tabuni with all the leaders of
TPNPB-OPM, then the Central Headquarters Management of TPNPB-OPM
invites all parties to follow the official statement of TPNPB-OPM according to
the quote from the original document below:
Declaration of Unity of
West Papua National Liberation Army (TPNPB-OPM) on August 1st
2019.
TPNPB-OPM Meeting to discuss the weak points of the
people of West Papua, and to equate perceptions that must be collected in the
parent organization of TPNPB-OPM as a pioneer of the Total Revolutionary
struggle to seize the independence and sovereignty of the West Papua State
which has been captured by the Colonial Government of the Republic of Indonesia
through TRIKORA announcement on November 19th, 1961 by the President
of the Republic of Indonesian Ir. Sukarno.
Remembering:
1. That in order to improve the command of the West Papuan people's movement that has been defended by TPNPB-OPM, but has been taken over by PDP, WPNA, WPNCL, TRWP, NRFPB, WPIA, West Papua Army and others;
2. Misuse of the official mandate of TPNPB-OPM by all representatives of the struggle for an independent Papua, which is not in accordance with the objectives of the struggle. In this case, by groups that have misused the mandate;
3. The groups referred to in pint 2 above do not recognize the struggle of the parent organization, namely TPNPB-OPM and they have formed a new organization. This precisely divided the struggle of the people of West Papua and opened up opportunities for the enemy, and in this way the enemy was very free to destroy the TPNPB-OPM Struggle Command which had been actively fighting for lats 58th years.

Decided:
Based on the above considerations, we TPNPB-OPM officially state that,
1. Civil and Political Organizations such as PDP, WPNA, WPNCL, WPIA, TRWP, WPLO, ULMWP, West Papua Army and others immediately disbanded without starting;
2. Diplomats and Leaders of TPNPB-OPM who have joined the counterparty movement in accordance with point 1 above, in order to immediately resign and return to the parent organization of TPNPB-OPM;
3. If the statements of point 1st and point 2th in accordance with the TPNPB-OPM decision above are not heeded, then these elements will be targeted by the TPNPB-OPM special forces.
Based on the above considerations, we TPNPB-OPM officially state that,
1. Civil and Political Organizations such as PDP, WPNA, WPNCL, WPIA, TRWP, WPLO, ULMWP, West Papua Army and others immediately disbanded without starting;
2. Diplomats and Leaders of TPNPB-OPM who have joined the counterparty movement in accordance with point 1 above, in order to immediately resign and return to the parent organization of TPNPB-OPM;
3. If the statements of point 1st and point 2th in accordance with the TPNPB-OPM decision above are not heeded, then these elements will be targeted by the TPNPB-OPM special forces.
Statement that has been set on
the Declaration as follow:
1. That, TPNPB-OPM together with the people take a firm stand, and immediately continue the struggle to realize the noble ideals of the people of West Papua namely Seizing Full Independence;
2. Whereas, the TPNPB-OPM is still maintained and respected as an official organization that will continue to struggle to develop West Papua's Independence as an Independent Nation;
3. Whereas, the TPNPB-OPM, together with all the regional commanders of the Defense Command and all components of the struggle of the people of the West Papuan Nation, strongly reject the formation of new Organizations, namely Civil, Political and Military which are rival organizations of TPNPB-OPM;
4. That in order to maintain the existence of the struggle for the Sovereignty of the State of West Papua, we TPNPB-OPM affirm to groups such as PDP, WPNA, WPNCL, WPIA, WPLO, TRWP, ULMWP, West Papua Army and others to immediately join the organization The parent is TPNPB-OPM under the Constitution of July 1, 1971, and fought together the same so that the Papuan people will soon be free from occupation by the Colonial Government of the Republic of Indonesia;
5. That in order to maintain the existence of the Struggle for the Sovereignty of the State of West Papua, we TPNPB-OPM strictly prohibit those parties or groups who seek benefits in the name of the struggle for Free Papua, namely in Indonesia and throughout the world. In this case, if we find that there are cheap deals to disrupt the struggle of the Papuan People, then it will be firmly oppressed in accordance with the TPNPB-OPM National revolution law;
6. That to other groups who are fighting for the Independence of Papua, to immediately take a line along the strategic and tactic of the TPNPB-OPM programs;
7. That all activities and policies in the struggle for the Revolution for the Independence of the Papuan Nation, then political control are all regulated from within the State of Papua or inside Papua, not from abroad;
8. That the TPNPB-OPM expressly rejects all media that manipulate the TPNPB-OPM Struggle, in the interests of the Civil and Military Organizations of the Counterparts We mentioned in point 4 above, which are not from the parent organization;
9. That the TPNPB-OPM as the Mother Organization and expressly takes over the Struggle of the Papuan Nation, and will choose to be at the forefront during the revolution until the struggle for sovereignty can be completed and the formation of the Government at the time of the Transition based on International requirements;
10. That the West Papua National Liberation Army (TPNPB) will clearly divide the role of the OPM, to regulate matters relating to politics;

Suggestions and Closing:
Suggestion, that the West Papuan People have had
a political organization system and the Law of War since the Papuan nation was
created by God, and this culture has been passed on to our ancestors. Based on
this, the War culture has flowed in the Blood and soul of West Papuan's
children's country.
And in this case, West Papuan fighters can be adapted to
the Modern Military system in the struggle for independence. Therefore, do not
stay silent, but go ahead and fight the occupation by the colonial government
of the Republic of Indonesia in our ancestral lands, namely West Papua, so that
we can be free quickly.
Closed Words:
Through TPNPB-OPM's unity or reunification, the struggle will be directed and focused on the target, according to the TPNPB-OPM revolutionary principle.

Thus the Statement through the declaration of the Unity or
reunification of the National Liberation Army of West Papua (TPNPB), the Free
Papua Movement (OPM) We convey to all the Components of the People of the West
Papuan Nation and all the Leaders of the Free Papua Movement, both those who
fought at home lands and also to those who struggle abroad.
