An Official Statement by KOMNAS TPNPB-OPM Reject ULMWP KLB Outcome Results Were Announced by ULMWP spokesperson on July 1th, 2019

On behalf of the High Commander of the TPNPB and the officers of Central Headquarters Leaders and on behalf of the 31th Commanders of the Defense Regional Command (KODAP) in all of Papua territory, namely from Sorong to Samarai in PNG, today on 5^th July 2019 Management of the West Papua National Liberation Army( TPNPB)-The Free Papua Organization (OPM) from the Command Headquarters officially issued a rejection statement on the results of the ULMWP Extraordinary Congress (KLB), which was announced by ULMWP Spokesperson Mr. Jacob Rumbiak on July 1th, 2019.

We must force this statement to be output, because it is based on strong and accountable arguments. Why? Because we consider that the ULMWP under the leadership of Benny Wenda has been and is deceiving the public nationally and internationally on the pretext that TPNPB has joined the One Command in the military wing made by Benny Wenda and TRWP namely West Papua Army.

This is really public fraud and does not appreciate the struggle for TPNPB-OPM for last 57^th years more, and the ULMWP under the leadership of Benny Wenda is really creating internal conflicts of the Papuan Nation.

The reasons for our refusal are as follows:

1.     TPNPB-OPM is not included in the ULMWP, because the TPNPB-OPM has stood and fought on the basis of the July 1th, 1971 Constitution, namely the Provisional Constitution of the Republic of West Papua Chapter V concerning Defense and security. Based on that TPN was formed on March 26^th, 1973, after it was two year of the proclamation of West Papua Independence on July 1th, 1971. And after 40^th years of fighting of TPN, it was the first time that the OPM Military wing were Reformation through the Biak Summit in May 2012 was known that it was a restructuring OPM Military. And that is legal legitimacy, which was attended by 900 delegates from all over Papua and is legitimate. 2. We consider that the Chairman of the ULMWP Defense Bureau Mr. Manaseh Tabuni has committed fraud against the public and also against the ULMWP Leaders. With the argument that all TPNPB-OPM defenses are agrees to join the KLB, even though they are not. And the names of people who have signed on behalf of Major General Lekagak Telenggen, Gen Goliath Naaman Tabuni, and Bridgen Ekianus Kogeya are individuals who have been recruited by the Chairperson of the ULMWP Defense Bureau, Mr. Manaseh Tabuni on the streets, and they are not delegates of the TPNPB-OPM Defense headquarters throughout the land of Papua and especially in the Central Mountains of Papua which guard the Revolutionary Fire Coal for the Independence of West Papua. And we have coordinated with the leaders in each KODAP that the individuals who participated in the ULMWP outbreak were not sent by the TPNPB-OPM Headquarters, their names were people who lived in the cities of Timika, Wamena, Jayapura and other areas in Papua. And therefore the dirty work method by the ULMWP Defense Bureau Mr. Manaseh Tabuni this ULMWP dream cannot be appreciated by the majority of the leaders and official members of the 31thKODAP of KOMNAS TPNPB-OPM s throughout Papua, because they also do not appreciate the TPNPB-OPM sacrifices and struggles;

3. We also reject the results of the ULMWP Extraordinary Congress, because the process of preparing KLB until the implementation has never established communication with the TPNPB-OPM Leadership at the Headquarters as the Management under the command of TPNPB-OPM General Staff Chief Major General Terryanus Satto and Mr. Sebby Sambom as Spokesperson of KOMNAS TPNPB-OPM together with the TPNPB-OPM National Command Work Team in West Papua. This shows that the ULMWP group really did not appreciate the struggle of KOMNAS TPNPB-OPM, and those with bad intentions to destroy the struggle of KOMNAS TPNPB which had already been repairing the TPNPB-OPM structure in the country for seven years by successfully forming 31th  defense Regional Commands of TPNPB-OPM in all over the lands of Papua is ready to carry out the TOTAL revolution to fight against the Indonesian Colonial Military.

Therefore the KOMNAS TPNPB-OPM will not compromise with  the ULMWP, because it turns out that the ULMWP in Benny Wenda's leadership is a new Military aiming to destroy the TPNPB-OPM struggle which has been fighting for last 57^th  years against Indonesian's Colonial  military crimes in West Papua. In this right, we convey that the attitude of KOMNAS TPNPB is very clear and responsible, therefore do not blame us but the one who made a mistake in this struggle is the ULMWP is a gesture;

4. We also reject the crime of the ULMWP Defense Bureau Mr. Manaseh Tabuni who has recruited delegates on the streets in the name of the High Commander of TPNPB-OPM Gen. Goliath Tabuni and TPNPB-OPM General Operations Commander Major Gen. Lekagak Telenggen and KODAP III Ndugama Commander Bridgen Egianus Kogeya who could not be known by the KOMNAS TPNPB-OPM Management, because this method was the work of Indonesian Colonial intelligence;

5. Based on the reasons that are based and responsible for the four points above, then the KOMNAS TPNPB-OPM Management from Headquarters today on July 5^th, 2019 is officially conveyed to the national and international public throughout the world that the ULMWP Claim on TPNPB-OPM is united with West Papua Army is not true and very embarrassing. Because we hope that not the public do not be deceived by passive people who work at the ULMWP, because they are not the main

ctors in the field of revolution. They are people who take care of proposals in the Government of Indonesia to approach the Night by selling the Free Papua, therefore this gray group must be stopped from their actions that harm the national struggle of the West Papuan nation.

KOMNAS TPNPB-OPM Headquarters has received a report today on July 5^th  2019 that the Gen Goliath Tabun has joined the TPNPB-OPM General Operations Commander Maj. Gen. Lekagak Telenggen and he has apologized to all TPNPB-OPM Leaders and Permanent Members for his inactivity during approximately three years that we have passed. And now he agrees to move forward together to do a war of national liberation to seize the independence of the nation of West Papua.

Pernyataan Resmi KOMNAS TPNPB-OPM Menolak Hasil KLB ULMWP Yang Telah Diumumkan Oleh juru Bicara ULMWP Per 1 Juli 2019

Atas Nama Panglima Tinggi TPNPB serta Pimpinan Komando Markas Pusat dan jugas atas Nama 31 Panglima Komando Daerah Pertahanan (KODAP) di seluruh Tanah Papua, yaitu dari sorong sampai Samarai PNG  pada hari ini Tanggal 5 Juli  2019 Manajemen Komando Markas Pusat Tentara Pembebasan Nasional Papua Barat (TPNPB)-Organisasi Papua Merdeka (OPM) secara Resmi mengeluarkan pernyataan penolakan atas hasil Kongres Luar Biasa kesatu  (KLB) ULMWP, yang mana telah diumumkan Oleh Juru Bicara ULMWP Tuan Jacob Rumbiak pada Tanggal 1 Juli 2019. 

Pernyataan ini dengan terpaksa harus Kami keluarkan, Karena berdasarkan argumentasi yang kuat dan dapat dipertanggungjawabkannya. Mengapa? Karena Kami menilai bahwa  ULMWP dibawah kepemimpinan Benny Wenda telah dan sedang menipu public secara Nasional dan Internasional dengan dalih bahwa TPNPB sudah bergabung dengan Satu Komando di sayap Militer buatan Benny Wenda dan TRWP yaitu West Papua Army. 

Hal ini adalah benar-benar penipuan public dan tidak hargai perjuangan TPNPB-OPM selama 57 tahun lebih, dan ULMWP dibawah kepemimpianan Benny Wenda juga benar-benar sedang ciptakan konflik internal Bangsa Papua.

Alasan penolakan Kami adalah sebagai berikut:

1.     TPNPB-OPM tidak termasuk dalam ULMWP, Karena TPNPB-OPM telah berdiri dan berjuang atas dasar Konstitusi 1 Juli 1971 yaitu Konstitusi Sementara Republik Papua Barat Bab V Tentang Pertahanan dan kemanan. Berdasarkan itu TPN telah dibentuk Tanggal 26 Maret 1973, setelah dua tahun proklamasi Kemerdekaan Papua Barat pada 1 Juli 1971. Dan setelah 40 tahun TPN berjuang, baru pertama kali telah melakukan Reformasi Militer OPM melalui KTT di Biak pada Mei 2012 yang dikenal bahwa itu adalah restrukturisasi Militer OPM. Dan itu juga adalah legitimacy legal, yang telah dihadiri oleh 900 lebih delegasi dari seluruh tanah Papua dan sah. 2.     Kami menilai bahwa Ketua Biro Pertahanan ULMWP Tuan Manaseh Tabuni telah melakukan penipuan terhadap public dan juga terhadapa Pimpinan ULMWP itu sendiri dengan dalih bahwa semua pertahanan TPNPB-OPM setuju untuk ikut KLB, padahal tidak. Dan nama-nama orang-orang yang telah tanda tangan atas nama Mayjen Lekagak Telenggen, Gen Goliath Naaman Tabuni, dan Bridgen Ekianus Kogeya adalah individu yang telah direktrut oleh Ketua Biro pertahanan ULMWP Tuan Manaseh Tabuni di jalan-jalan, dan mereka bukan utusan markas Pertahanan TPNPB-OPM di seluruh tanah Papua dan yang terutama di Pegunungan Tengah Papua yang jaga Bara Api Revolusi Untuk Kemerdekaan Papua Barat.

Dan Kami sudah koordinasi kepada Pimpinan di setiap KODAP bahwa individu-individu yang ikut KLB ULMWP adalah bukan diutus oleh Markas TPNPB-OPM, nama mereka adalah orang yang tinggal dan hidup di kota Timika, Wamena, Jayapura dan wilayah lain di Papua. Dan Oleh Karena itu cara kerja yang kotor oleh Biro Pertahanan ULMWP Tuan Manaseh Tabuni serta Pimpian ULMWP ini tidak dapat dihargai oleh Mayoritas Pimpinan dan Anggota Resmi dari 31 KODAP KOMNAS TPNPB-OPM di seluruh Tanah Papua, Karena mereka juga tidak hargai pengorbanan dan perjuangan TPNPB-OPM selama 47 tahun yang sudah lewati;

3.     Kami juga menolak hasil Kongres Luar Biasa ULMWP, Karena proses bersiapan KLB hingga pelaksanaan tidak pernah membangun komunikasi dengan Pimpinan TPNPB-OPM di Markas Pusat sebagai pengendali Manajemen dibawah komando Kepala Staff Umum TPNPB-OPM Mayjen Terryanus Satto dan Tuan Sebby Sambom sebagai Juru Biacar KOMNAS TPNPB-OPM dan juga dengan Tim kerja Komando Nasional TPNPB-OPM di Dalam Negeri West papua. Hal ini menunjukan bahwa kelompok ULMWP benar-benar tidak hargai perjuangan KOMNAS TPNPB-OPM, dan mereka dengan niat jahat untuk hancurkan perjuangan KOMNAS TPNPB yang sudah tujuh tahun telah memberbaiki structure TPNPB-OPM didalam negeri dengan berhasil membentuk 31 KODAP TPNPB-OPM di seluruh Tanah Papua yang siap melakukan revolusi TOTAL Lawan Militer Kolonial Indonesia untuk rebut hak Politik Kemerdekaan bagi Bangsa Papua.  

Oleh Karena itu KOMNAS TPNPB-OPM tidak akan kompromi dengan ULMWP, Karena ternyata ULMWP dalam kepemimpinan Benny Wenda bentuk tentara Baru yang bertujuan untuk hancurkan Perjuangan TPNPB-OPM yang telah berjuang selama 57 tahun membuktikan lawan kejahatan militer  Colonial Indonesia di Papua Barat. Dalam hak ini Kami sampaikan bahwa sikap KOMNAS TPNPB sangat jelas dan bertanggungjawab, Oleh Karena itu jangan salahkan Kami tetapi yang bikin kesalahan dalam perjuangan ini adalah ULMWP itu senidir;

4.     Kami juga menolak kejahatan Biro Pertahanan ULMWP Tuan Manaseh Tabuni yang telah rektrut delegasi di jalan-jalan atas namakan Panglima Tinggi TPNPB-OPM Gen. Goliath Tabuni Serta Komandan Operasi Umum TPNPB-OPM Mayjen Lekagak telenggen dan Panglima KODAP III Ndugama Bridgen Egianus Kogeya yang tidak dapat diketahui Oleh pengendali Manajemen KOMNAS TPNPB-OPM, Karena cara ini adalah cara kerja intelejen Kolonial Indonesia untuk propaganda murahan;

5.     Berdasarkan Alasan yang berdasar dan bertanggungjawab keempat poin di atas, maka Manajemen KOMNAS TPNPB-OPM dari Markas Pusat pada hari ini Tanggal 5 Juli 2019 secara resmi sampaikan kepada public secara national dan international di seluruh dunia bahwa Klaim ULMWP atas TPNPB-OPM bersatu Dengan West Papua Army itu tidak benar dan sangat memaluhkan. Oleh Karena kami harap bahwa jangan public jangan ditipu Oleh orang-orang pasif yang kerja di ULMWP, Karena mereka bukan actor Utama di medan revolusi. Mereka adalah orang-orang yang urus-urus proposal di Pemerintah Indonesia untuk carai Malam Dengan isuh menjual Papua Merdeka, Oleh Karena itu kelompok abu-Abu ini harus dihentikan dari tindakan mereka yang merugikan perjuangan national bangsa Papua Barat. 

Catatan:

Markas Pusat KOMNAS TPNPB-OPM telah Terima laporan hari ini Tanggal 5 Juli 2019 bahwa Gen Goliath Tabun sudah bergabung dengan Komandan operasi Umum TPNPB-OPM Mayjen Lekagak telenggen dan beliau mintah maaf  kepada Semua Pimpinan dan Anggota Tetap TPNPB-OPM, atas ketidak aktifan nya selama kurang lebih tiga yang telah Kami lewati. Dan sekarang beliau setuju untuk Kita maju bersama lakukan perang pembebasan Nasional untuk rebut kemerdekaan bangsa Papua Barat.
